Element <br />Page XlI-15, Program 5,1; Add "South" in front of "Livermore Valley." <br /> <br />Page XII-16, Program 11.3: Commissioner Dove suggested the modification: "Actively <br />encourage and support the completion of State Route 84 between 1-580 and 1-680." He believes <br />there is no financing for the next 25 years; therefore, a toll road could be considered. This <br />program was not modified. <br /> <br />Program XII-16, Policy 12: Commissioner Hovingh feels that areas with a higher number of <br />lower-paid jobs should get a higher percentage of affordable housing. No action was taken on <br />this suggestion. <br /> <br />Page XII-17: Commissioner Hovingh requested adding Program 12.4 to add affordable care <br />facilities, including facilities for special needs, etc. He feels there will be an increasing need <br />for these facilities in the future. The Commission agreed to this addition. <br /> <br />Commissioner Hovingh also inquired if some thought should be given to the concept of <br />combining all the local areas into one large city, believing problems would be easier to solve. <br />No consensus achieved on this idea. <br /> <br />Page XII-13, add Program 2.8: "Explore the development of a regional cultural arts facility in <br />the Tri-Valley area." The Commission agreed to this addition. <br /> <br />. <br /> <br />Considerable discussion continued on a topic presented by Commissioner Barker to incorporate <br />a program within the General Plan for the City to use its in-lieu fees to fund a loan program for <br />people to buy existing housing with low-interest rate loans. Commissioner Wright was opposed <br />to using developer fees to help people buy existing houses. Discussion evolved to the topic of <br />where the money would come from to pay for this program. Commissioner Hovingh feels the <br />City should look into this type of program. Mr. Beougher advised there are state and federal <br />programs already offering this service. Commissioner Dove feels that Bank of America is active <br />in this type of loan. <br /> <br />It was decided to add a program in the Housing Element to "explore" development of an <br />affordable housing loan program for people to buy existing housing with City-supported low- <br />interest rate loans. <br /> <br />Chairman Lutz stated he would reopen the public hearing to focus on the updated EIR and the <br />Planning Commission's changes to the General Plan. <br /> <br />PUBLIC HEARING REOPENED <br /> <br />Jeff Renholts, 7489 Aster Court, suggested that on Page 4 of the Mitigation Monitoring and <br />Reporting Plan, the word "production" be corrected to "protection." The Commission agreed <br />to this change.
