The Commission agreed. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Hovingh, recommending the <br />City Council certify the Final EIR, subject to the three above changes, <br /> <br />ROLL CALL VOTE <br /> <br />Ayes: <br />Noes: <br />Absent: <br />Abstain: <br /> <br />Commissioners Barker, Hovingh, McGuirk, Wright and Chairman Lutz <br />None <br />None <br />None <br /> <br />Resolution No, PC-96-33 was entered recommending the City Council certify the Final EIR, <br />as motioned. <br /> <br />General Plan Discussion <br /> <br />Commissioner McGuirk noted that the draft General Plan resolution on page 4 of Exhibit 1 <br />includes the phrase "permanent long-term." This was an oversight and will be modified to <br />"long-term. " <br /> <br />Commissioner Hovingh feels that the mitigation measure E-3 of the draft General Plan resolution <br />should be made consistent with the previous decisions to eliminate reference to the West Dublin <br />BART station. Staff agreed; however, the Commission did not recommend removal of the West <br />Dublin BART Station from the General Plan Map. Commissioner Hovingh feels the freeway <br />systems will be at gridlock whether a BART station is located in West Dublin or not. <br />Commissioner Wright would rather put up with a lower level of intersection service than have <br />the additional crime level associated with the BART at Stoneridge. <br /> <br />Chairman Lutz, Commissioners McGuirk and Barker feel the BART station should be left in as <br />referenced; Commissioners Wright and Hovingh recommend its removal. Staff stated they <br />would run the traffic model with the BART station taken out and present the fmdings to the City <br />Council. Some discussion ensued regarding the projected levels of crime associated with the <br />completion of the BART system; Orinda and Lafayette do not have the same problems as Bayfair <br />or Concord. <br /> <br />Commissioner Dove inquired if there were any plans for the South Pleasanton golf course <br />development to come back to the Commission for review.
