<br />. <br /> <br />1 APPROVAL OF MINUTES <br />Minutes from the April 29, 1996, special meeting were accepted with the following <br />modification: <br /> <br />Commissioner Barker requested the following sentence be added: Page 9, 6., after the <br />first sentence: "She feels this is the City's constitution, and as such, it should require more than <br />a simple majority vote to change. " <br /> <br />4. 1996 PLEASANTON GENERAL PLAN UPDATE AND FINAL ENVIRONMENTAL <br />IMPACT REPORT <br /> <br />XI. Economic and Fiscal Element <br /> <br />Page XI-I, last paragraph: Commissioner McGuirk pointed out that "thos" should be changed <br />to "those." <br /> <br />Page XI-7, Policy 2: Commissioner Hovingh requested the word "and" be deleted: "Actively <br />recruit and attract businesses and industries which are compatible with the priorities within <br />Pleasanton consistent with the environmental holding capacity of the land and surrounding land <br />uses." The Commission agreed to this change. <br /> <br />. <br /> <br />Page XI-9, Program 6.1: Commissioner Hovingh felt that the term "large" should be quantified. <br />Staff felt a definition could be added to the defmition listing or within the program itself. It was <br />decided that 100 or more residential units would constitute "large" development. Discussion <br />ensued regarding how to implement the program for commercial development. Commissioner <br />McGuirk thought the word "require" should be changed. After considerable discussion, the <br />Commission decided to leave Program 6.1 as written without further defmition. <br /> <br />Page XI-9, Programs 8.2 and 8.3: The Commission agreed to change the phrase "Do not use" <br />to "Prohibit the use. " <br /> <br />Staff advised that Sue Rossi requested that a program be included under Policy 10 as Program <br />10.5: "Review public art projects submitted by the Civic Arts Commission for inclusion in the <br />Capital Improvement Program determining appropriate funding through the normal budgetary <br />process." The Commission concurred. <br /> <br />Commissioner Barker inquired if there could be a program established to mitigate properties <br />above the noise level standard. Staff felt this could be handled in two different ways: require <br />the developer to pay for off-site mitigation if caused by additional growth or through the CIP <br />budget. However, Mr. Ra8Jn""-'le!l feels it is difficult to place a requirement on the City that <br />this will automatically occur.
