She <br />inquired if more landscaping could be installed at this time and the area later reclaimed if it were <br />actually needed for parking. Mr. Hasbman advised they are actively encouraging the use of <br />BART and feels a lot of employees will use BART once it is completed. However, historically, <br />they have needed this amount of parking to support the size of the buildings. BART may change <br />this. They have not determined when the fifth building will be constructed. Mr. Hashman <br />would like to leave this subject open to be discussed with staff as they proceed. <br /> <br />Commissioner Hovingh advised Commissioner Barker that the double shift qualifies the <br />applicants automatically for the TSM. He commented that he does not know if employees will <br />be able to utilize BART with a 5:30 a.m. start time. He wondered if it would be possible to <br />have five foot berms along Franklin and Johnson Drives to cut the view of the parking lots. Mr. <br />Hashman stated that he believes they are three foot berms, and they currently seem to cut <br />visibility. Mr. Higdon advised the 25 foot wide planter strips are only three feet high, but are <br />heavily landscaped. <br /> <br />Commissioner Wright addressed Mr. Fullerton (project architect) regarding the color selection. <br />He feels the color choices are too bold (purple and orange sand). He approves of the sand beige <br />and maroon colors. Mr. Fullerton stated they have chosen five very distinct colors so each <br />building is identified by its color. Mr. Wright prefers burgundy to purple and feels the orange <br />sand color seems out of place. Mr. Fullerton stated the other buildings will be painted with a <br />combination of the beige and sandstone. Mr. Hashman advised the topic of colors has been <br />discussed by all, with varying reactions, however, the purple color was well-received. If there <br />is a strong adverse reaction to the colors, the applicants will repaint the buildings. <br /> <br />Commissioner Dove suggested from a practical standpoint and with the amount of parking <br />available, that the applicants divide equally the handicapped spaces among all buildings near the <br />doorways. <br /> <br />Commissioner Hovingh noted that parking lot lighting should be a concern especially since the <br />lots will be used from 5:30 a.m. to 8:00 p.m. Mr. Hashman agreed and noted their upgrade <br />to a 24-hour manned security system with the parking lots monitored by camera. <br /> <br />In response to Commissioner Barker, Mr. Iserson stated that if the applicants come in with a <br />phasing plan, staff can determine how much of the parking lot is necessary to construct at this <br />time. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Wright discussed the handicapped parking, and he feels the handicapped parking <br />must be increased to cover the possibility of shift overlap. <br /> <br />Planning Cammission Minutes <br /> <br />Page 7 <br /> <br />Hay 8, 1996 <br />
