Mr. Beougher stated the HAZMAT people will review. <br /> <br />Commissioner Wright inquired about Condition 19. Do the construction hours take into account <br />the daylight savings hour change in October? Staff asked this question be addressed by the <br />applicant. <br /> <br />Commissioner McGuirk noted the application assumes the inclusion of the West Las Positas <br />interchange, and if it does not go through, litigations will be incurred by the developer. Staff <br />advised that it would have to be addressed as part of the General Plan process and by the City <br />Council. The City Council would determine the impact to the rest of the City if the interchange <br />is not built. <br /> <br />Chairman Lutz clarified that the traffic light at Johnson and Morse Drives will remain. <br /> <br />PUBLIC HEARD WAS OPENED <br /> <br />John Hashman, 4900 Johnson Drive, represented Providian Bancorp. Providian came to <br />Pleasanton in 1985 with 12,000 sq. ft. and now has over 160,000 sq. ft. This project will <br />provide them with over 260,000 sq. ft. of office space. They are very pleased and excited with <br />this project, and the campus environment is something they have wanted to do for some time. <br />This will provide areas for people to walk during breaks and lunch. <br /> <br />Their desire to abandon Morse Drive was for safety issues; it made sense to eliminate the street <br />for employees to cross. <br /> <br />In response to Commissioner Hovingh, Mr. Hashman advised there are instances where people <br />share the same work station. He commented the office use is that of the "back-office" for <br />banks, which is highly telephone-intensive. <br /> <br />Commissioner Hovingh questioned why the applicants want to install flowering plum trees, since <br />they are messy and maintenance intensive. Mr. Hashman advised they tried to balance the <br />landscape, and the flowering trees would create a nice offset with the hardscape. <br /> <br />John Fullerton, 399 Bradford Street, Redwood City, advised that the flowering trees do not bear <br />any fruit. <br /> <br />Commissioner McGuirk asked the question regarding the construction hours. Mr. Hashman <br />advised the building is to be completed by January. The exterior work is to be done by October, <br />and all remaining work would be interior only. <br /> <br />Commissioner Barker asked if the applicants have a TSM program and if the applicants know <br />what percentage of their employees live in P1easanton. Mr. Hashman guessed less than half <br />reside in P1easanton.
