.

.

.

The building design will be the same as the existing buildings, which staff feels are very
attractively designed. However, each building will have a different accent color on the "bowed"
\Juilding elements, and this accent color is also carried out throughout the interior of the
buildings.

The central plaza is a unifying feature of the complex and is consideJ;lld a major amenity. A
wind wall is planned to mitigate afternoon winds. Sufficient landscaping will be provided. A
pedestrian walkway system has been designed linking the buildings with the outlying parking
areas and streets. Double the required amount of parking is being incorporated, due to the
complex's employee-intensive use.

Because of a strict construction timeline, the applicants have asked for a modification in
construction hours to 8 a.m. to 8 p.m., Monday through Saturday. Staff supports this request.
If any complaints are received, staff will scale the hours back to 8 a.m. to 5 p.m. Between the
hours of 5 p.m. and 8 p.m., construction traffic must enter and exit via Hopyard Road.

Staff feels this application meets the standards of the business park design guidelines and will
fit nicely with the existing development. Therefore, staff recommends approval of the
application subject to the following modifications of the conditions of approval (per staff memo
dated May 8, 1996, and distributed at the Planning Commission meeting):

Condition 16b: change in wording regarding color scheme.
Condition 18f: deleting decorative walls from the condition regarding retaining walls.
Condition 21d: modify condition not requiring curbs on the on-site section of Morse
Drive.

In addition, staff advised the Commission to delete Condition 6 which refers to the contribution
of park fees.

Commissioner Hovingh is concerned about the lack of handicapped parking and asked staff if
there is a standard amount needed. Mr. Beougher advised handicapped spaces are set by the
Uniform Building Code according to the amount of square footage in an office space.
Commissioner Hovingh stated the proposed use is providing twice as many parking spaces as
required by the building square footage, but seems to have less handicapped parking. Staff
advised that a review of the handicapped parking is done at the building plan check stage. The
Commission could provide staff with direction that some percentage of handicapped parking
would be desired (such as 20-30%).

Commissioner Wright inquired about Condition 5 referencing the West Las Positas interchange.
Is the fee based on square footage? Mr. Beougher advised that the fee could be determined by
benefit, acreage, or land use and is decided by the City Council.

Planning Commission Kinutes

Page 5

Kay 8, 1996
