However, each building will have a different accent color on the "bowed" <br />\Juilding elements, and this accent color is also carried out throughout the interior of the <br />buildings. <br /> <br />The central plaza is a unifying feature of the complex and is consideJ;lld a major amenity. A <br />wind wall is planned to mitigate afternoon winds. Sufficient landscaping will be provided. A <br />pedestrian walkway system has been designed linking the buildings with the outlying parking <br />areas and streets. Double the required amount of parking is being incorporated, due to the <br />complex's employee-intensive use. <br /> <br />Because of a strict construction timeline, the applicants have asked for a modification in <br />construction hours to 8 a.m. to 8 p.m., Monday through Saturday. Staff supports this request. <br />If any complaints are received, staff will scale the hours back to 8 a.m. to 5 p.m. Between the <br />hours of 5 p.m. and 8 p.m., construction traffic must enter and exit via Hopyard Road. <br /> <br />Staff feels this application meets the standards of the business park design guidelines and will <br />fit nicely with the existing development. Therefore, staff recommends approval of the <br />application subject to the following modifications of the conditions of approval (per staff memo <br />dated May 8, 1996, and distributed at the Planning Commission meeting): <br /> <br />Condition 16b: change in wording regarding color scheme. <br />Condition 18f: deleting decorative walls from the condition regarding retaining walls. <br />Condition 21d: modify condition not requiring curbs on the on-site section of Morse <br />Drive. <br /> <br />In addition, staff advised the Commission to delete Condition 6 which refers to the contribution <br />of park fees. <br /> <br />Commissioner Hovingh is concerned about the lack of handicapped parking and asked staff if <br />there is a standard amount needed. Mr. Beougher advised handicapped spaces are set by the <br />Uniform Building Code according to the amount of square footage in an office space. <br />Commissioner Hovingh stated the proposed use is providing twice as many parking spaces as <br />required by the building square footage, but seems to have less handicapped parking. Staff <br />advised that a review of the handicapped parking is done at the building plan check stage. The <br />Commission could provide staff with direction that some percentage of handicapped parking <br />would be desired (such as 20-30%). <br /> <br />Commissioner Wright inquired about Condition 5 referencing the West Las Positas interchange. <br />Is the fee based on square footage?
