<br /> <br />. <br /> <br /> <br />. <br /> <br />. <br /> <br />Mr. Iserson presented the staff report for the application for a PUD major modification and <br />development plan approval to allow the expansion of the Providian Bancorp three building office <br />complex into a five building complex, located between Johnson Drive and Franklin Drive. The <br />construction of two new two-story office buildings will total approximately 100,000 sq. ft. of <br />building floor area located on an approximately 12.31 acre section of the 26.32-acre site. The <br />proposal would abandon a section of Morse Drive located between Franklin and Johnson Drives; <br />the remaining section would become a private driveway and courtyard, maintained by Providian <br />Bancorp. <br /> <br />The land uses would be changed for Parcel F office/industrial uses located in two, single-story <br />buildings to offices in two, two-story buildings totalling 100,000 square feet. Also, a major <br />portion of the site originally approved for office buildings will be now used for parking space, <br />thereby making a net decrease in the floor area. <br /> <br />These buildings will copy the existing buildings as far as design and building materials. One <br />building will be approximately 40,000 square feet, and the other will be approximately 60,000 <br />square feet. <br /> <br />The applicants submitted a traffic report on the levels of service in the nearby intersections. <br />There should be no impact to service, and all levels of service will be consistent with the <br />General Plan Level of Service D or better. The abandonment of Morse Drive was discussed in <br />the traffic report. The Commission must review this and determine if it is consistent with the <br />General Plan. Staff has determined there will be no negative impacts associated with this <br />abandonment on the adjacent intersections of Hopyard Road and Stoneridge Drive. Staff feels <br />there may possibly be a need for a two-way left turn lane on Franklin Drive. This will be <br />deferred to a later date, and if determined to be needed, it will be the applicants' responsibility <br />to implement. The turn lane will necessitate the elimination of parking on one side of Franklin <br />Drive. Staff feels this will not cause a problem since there is sufficient on-site parking. <br /> <br />Traffic and pedestrian safety were addressed. The abandonment of Morse Drive will eliminate <br />a sidewalk. The applicants are asked to provide a sidewalk on Franklin Drive north and west <br />of the buildings. This requirement is covered by a condition of approval. <br /> <br />The utilities will remain in place; the development plan has been designed so that no building <br />is located over the utilities. The applicant will grant to the City easements to be able to maintain <br />the utilities as necessary. This is acceptable to staff. Further, staff has discussed with the <br />applicants a landscape plan for the easements. <br /> <br />Notice has been sent to all property owners in the business park, and no negative comments have <br />been received on this application.
