.

.

.

a City-owned neighborhood park and whether it is in conformance with the General Plan. The
zoning of this area is PUD-ICO (Industrial, Commercial, and Office) District.

This parcel was origittally planned to be developed with a reverse osmosis plant for high water
demand users. Such businesses never materialized; and the water recycling facility was never
built.

Staff feels the land use of this area would be in conformance with the General Plan. The
proposed park would meet many General Plan goals such as providing a wide variety of
recreational facilities ranging from tot lots to senior citizens centers; providing neighborhood
parks within one-half mile of residences; creating and maintaining safe effective bicycle system
and pedestrian and equestrian trail system.

Commissioner Wright expressed his concern about the layout of parking. Commissioner
McGuirk would rather not have a baseball field. Mr. Beougher advised that the City does not
allow baseball in neighborhood parks. Commissioner McGuirk would also suggest separating
the adult exercise area and the roller blading area.

Commissioner Wright motioned, seconded by Commissioner McGuirk, finding the project
would not have a significant effect on the environment and adopting a resolution approving
the draft Negative Declaration,

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Hovingh, McGuirk, Wright and Chairman Lutz
None
None
None

Resolution No. PC 96-31 was entered adopting the draft Negative Declaration, as motioned.

Commissioner Wright motioned, seconded by Commissioner McGuirk, finding that the City
purchase of three vacant parcels in the Hacienda Business Park for development of a City-
owned park is consistent with the Pleasanton General Plan.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Hovingh, McGuirk, Wright and Chairman Lutz
None
None

None

Planning Cammission Minutes

Page 10

Kay 8. 1996
