.

.

.

Commissioner Hovingh noted that Goal 2 is duplicated with Goal 2 of the Housing Element.
He feels one goal should be deleted because of a possible future inconsistency in the General
Plan if one goal is revised and the second goal is not. Staff advised that both goals should
remain; however, Housing Goal 2 could be specified to relate to residential growth. This was
agreed to by the Commission.

Mr. Rasmussen advised that the EBRPD requested that the City designate the first 600 feet west
of Foothill Road on the Garms Ranch as Low Density Residential instead of Parks and
Recreation so it could approach the City with a land use permit for a school, church, etc.

A vote was taken by the Commissioners:
In favor of the request: 4-1 (McGuirk opposed).

Chapter III. Circulation Element

Commissioner Barker is opposed to calling Bernal Avenue, Vineyard Avenue, First Street, and
Main Street arterials and would like them removed from the last paragraph on Page III-I. After
a response from Mr. Van Gelder, this suggestion was not pursued by the Commission.

Page III-13, Program 4.4: Commissioner Wright noted the recommendation of the Economic
Development Advisory Committee of advising all residents and propertv owners of street
closures. The Commission members agreed to this recommended change.

Page 11I-12, Program 3.2: Commissioner Hovingh would like to discourage commercial and
non-local use of streets through residential neighborhoods. Mr. Van Gelder feels that this
program is restating existing ordinances; he does not want to establish truck routes or use route
signs. Agreement was reached to modify the program to read: "Discourage non-local and
commercial traffic from using streets through residential areas by the use of truck prohibition
signs. "

Page III-13, Program 4.5 and Program 5.2: These programs were discussed by the
Commission; however, no modifications were made.

Page III-14, Program 5.5: This program was discussed; no modifications were made.

Page 11I-14, Program 7.2: A proposal was made to delete the reference to West Dublin BART
Station support. Commissioner Hovingh suggested a modification to read: "Request BART to
plan for a total of 6,000 parking spaces at the East DublinlPleasanton BART station," and delete
"instead of the proposed 4,500 spaces which are adequate only to the year 2005." Mr. Van
Gelder discussed the BART parking. It was approved to change the 6,000 parking spaces to
4,500 spaces.

Planning Commission Minutes

Page 9

May 6, 1996
