<br />. <br /> <br />stating they may move the access after receiving acknowledgement of the declaration from <br />Principal Financial Group. Mr. Newman also noted they presented their proposals to the <br />other parcel owners towards the end of February and feels this complies with the <br />requirements of the CC&R's. <br /> <br />Brian Hirahara, 3650 Mt. Diablo Blvd., Lafayette, indicated on a site plan the traffic flow <br />and improvement in access to the development. They propose to realign the access with <br />Gibraltar Drive which will improve the traffic circulation for both the proposed site and the <br />Signature buildings. Mr. Hirahara stated staff would like to see larger buildings on this site; <br />however, because of all the easements on the site, only a very small parcel is usable. The <br />50-foot landscaping berm also causes significant impact to the site. A 12-foot deceleration <br />lane is provided along Hopyard into the site as well as access from the parking lot of <br />Maestro's. They believe the proposed uses are a continuation of the existing development to <br />the north. The applicants also feel there is sufficient demand for these businesses. <br />Mr. Hirahara feels the design of the buildings are superior. <br /> <br />Mr. Hirahara described the history of this application and the applicant's dealings and <br />meetings with staff. Just recently, after a year of negotiations, staff determined the service <br />station is not an appropriate use in this area. <br /> <br />. <br /> <br />Mr. Hirahara presented site renderings of the BP station and Wendy's showing the added <br />roof elements and rounded comers to match the existing buildings in the area. Mr. Hirahara <br />feels there are tremendous differences in the standard Wendy's and BP station building and <br />their proposed buildings. Referring to the staff report, Page 9, Mr. Hirahara advised that a <br />large building could not be accommodated on the Wendy's parcel. Regarding the BP station, <br />Mr. Hirahara advised that the pump aisle roof is connected to the station building, and from <br />the street view, the entire structure looks interconnected. <br /> <br />Chris Kinzel, TKJM, prepared the traffic analysis for this project and addressed some <br />concerns raised in the staff report regarding parking and circulation. TKJM has been <br />involved with this site since development started in 1980. The northerly driveway is for <br />entering traffic and the BP station. An ancillary lane was proposed, however, it was not <br />considered a good idea by staff. Staff suggested to relocate this driveway to the north due to <br />sight distance issues and because it exits out onto Hopyard opposite the existing southbound <br />left -turn lanes to Gibraltar. Mr. Kinsel feels moving this driveway further to the north <br />worsens the visibility issues. Controlling the landscaping and the berming would mitigate <br />this problem. Mr. Kinsel discussed at great length the issues of the left turn lanes on <br />Hopyard in this area. He addressed the east-west easement through the site and is surprised <br />this is an issue in the staff report.
