<br /> <br />because it will provide a covered area where residents can be protected from the elements <br />. when being picked up and dropped off by family and the facility's own vans. <br /> <br />The Code does not specify a required amount of parking for this type of facility. After <br />review, staff feels that one space per two units would be appropriate. In this project, there <br />will be 1. 5 spaces per unit. The applicants have agreed to not permit residents to keep <br />vehicles at the facility. Parking will also be allowed to overflow onto Mohr Avenue and the <br />adjacent office building parking lot. Staff feels that the amount of parking provided is <br />sufficient. <br /> <br />The neighborhood was concerned about additional traffic from this project. The applicants <br />have prepared an updated traffic study, which concludes that approximately 88 trips will be <br />generated per day. This is much lower than would be generated by an office building on this <br />site and is approximately the equivalent to the number of trips nine single-family homes <br />would produce in one day. <br /> <br />. <br /> <br />The applicant will be making improvements to Mohr Avenue in conjunction with this project. <br />This will entail improving Mohr Avenue to a 40-ft. curb-to-curb width with sidewalk, gutter <br />and curb on the north side and curb and gutter on the south side. The road improvement <br />will result in the travel lanes being moved further away from the residents' backyards. The <br />neighbors have concern about accidents that have occurred on Mohr A venue causing cars to <br />leave the roadway and crash into their rear fences. Staff feels the widening of the street and <br />the addition of curbs will mitigate this problem. The neighbors have requested a soundwall <br />be constructed along their property lines. This had been conditioned on a previous version <br />of this project for noise attenuation, however, recent noise tests have indicated that the noise <br />levels are less than the City's standard of 60 dB. Therefore, staff is hesitant to request a <br />soundwall be built at this point. However, the City sometimes does require a soundwall to <br />be built for aesthetic purposes and maintenance. <br /> <br />Staff feels the project is well designed, the building is less obtrusive and less massive, <br />parking is available to meet the demand, and this project fills a demand within the City. <br />Staff recommends the Commission recommend approval of this project to the City Council. <br /> <br />In response to Commissioner Barker, Mr. Beougher advised that there will be limited access <br />from the Busch property development to Mohr Avenue. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Peter Shutts, 4133 Mohr Avenue, represented the Kus and their application for a senior care <br />facility. <br /> <br />. <br /> <br />Planning Commission Minutes <br /> <br />Page 18 <br /> <br />February 28, 1996 <br />
