<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Shutts stated the applicants have reduced the scope of the project, it is economically <br />sound, it fits in the neighborhood better, there is no other project such as this in the City, <br />amI it iB urgently needed in the City. <br /> <br />Mr. Shutts commented that improvement to streets is expected in any development, and they <br />feel they are doing what is expected. They have agreed to improving the full width of Mohr <br />Avenue because they are concerned about the safety of the neighbors on the south side of <br />Mohr Avenue. They are also extending the street improvements approximately 120 feet <br />beyond the east of their property to the railroad corridor. <br /> <br />The previous project agreed to a soundwall, however, it contributed to the economic <br />infeasibility of the project at that time. <br /> <br />Mr. Shutts advised he and the applicants are in complete agreement with the conditions of <br />approval. He hopes the Commission does not favor a soundwall, feeling they are "graffiti <br />billboards. " <br /> <br />In response to Commissioner Hovingh, Mr. Shutts advised that the size of the residential <br />rooms did not change from the previously-approved project. <br /> <br />In response to Commissioner Wright, Mr. Shutts and the applicants are in agreement to <br />landscape the 30 ft. landscape strip if agreement can be secured from all agencies with <br />authority over the transportation corridor. <br /> <br />Commissioner Barker inquired if a person wanted to have a private room, they would have <br />to pay the same as that being paid by two persons in one room. Mr. Shutts advised that was <br />so, although he did not believe that would be the situation. <br /> <br />Gwynne Bandali, 4117 Crisfield Lane, backs up to the project across Mohr Avenue. Her <br />main concerns are traffic and noise. She does not agree with the traffic studies that indicate <br />traffic has been reduced on Mohr Avenue. She is concerned about the additional traffic <br />generated by this project as well as the traffic generated by the Busch property development. <br /> <br />Ms. Bandali wants a soundwall constructed to mitigate noise and finds it difficult to believe <br />that the noise levels have been reduced. The speaker was also concerned about the safety <br />issues related to the on-street parking as well as the problems of insufficient parking space. <br />She has significant concern for cars coming through her fence while her children are playing <br />in their backyard (they have already had two such instances). <br /> <br />Dave Sharp, 4145 Crisfield Lane, agreed with the previous speaker; his issues of concern are <br />traffic and noise. He feels there has been a lack of good faith on the part of the developer. <br />He sees the residents only get a curb and gutter, whereas the north side of Mohr gets a curb, <br />gutter, sidewalk and 19nc1or'lping, The original approval was for 70 residents, and now they <br /> <br />Planning Conunission Minutes <br /> <br />Page 19 <br /> <br />February 28, 1996 <br />
