Landscaping will be installed <br />between the Arby's Restaurant and the rest of the development. <br /> <br />Staff approves of the architectural design of the building. The City architectural consultant <br />suggested some building improvements, which have been accepted by the applicant. Some <br />changes to the signage plans have been made as conditions of approval. As such, staff is <br />recommending approval of this application subject to the conditions of approval. <br /> <br />Mr. Iserson noted staff made the following change to Condition 16: "Said landscape plan shall <br />be consistent with the approved landscape plan as modified by the site plan GSP I of the plan <br />set. " <br /> <br />In response to Commissioner Wright, Mr. Iserson feels that the owner (Mr. Dai) is likely to be <br />the person to bring forward the subdivision application. <br /> <br />Commissioner Hovingh inquired, in light of Caffino's recent problems with traffic circulation, <br />whether the City would be faced with the same type of problems. Staff feels the projected traffic <br />flows would not exhibit this type of traffic pattern, even at peak flow times. <br /> <br />Commissioner Barker inquired about the wording for drive-throughs in the draft General Plan <br />update. Mr. lserson advised that the General Plan Update draft does have verbiage that <br />discourages drive-through windows/restaurants. However, the applicant sought direction from <br />the City Council last year on this issue, and the Council advised the applicant to proceed with <br />this application. <br /> <br />Commissioner Dove asked if any consideration had been given to putting the parking near the <br />proposed retail building so patrons could get directly into the building. The traffic circulation <br />and driveway will make this area very busy and confusing. Mr. Iserson stated that the proposed <br />building is still conceptual and when that project comes forward, staff would have a better idea of <br />where the parking and building would be located. Commissioner Dove clarified that the traffic <br />island should be shortened to more easily allow entrance and exit of the drive-through traffic. <br />Mr. Higdon advised that staff would accept the changes proposed by Commissioner Dove. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />George S.H. Dai represented his application. He stated his acceptance of the conditions of <br />approval. <br /> <br />Commissioner Wright inquired if Mr. Dai would be purchasing the entire lot.
