Arbv's <br />Application for design review and conditional use permit approvals to allow construction of <br />an Arby's drive-through and sit-down fast-food restaurant on a portion of an existing vacant <br />site located in the Hacienda Business Park at 5900 Owens Drive (HBP, Lot5C). Zoning for <br />the property is PUD (planned Unit Development) - I/C-O (Industrial/Commercial-Office) <br />District. <br /> <br />Mr. Iserson presented the staff report for the application for design review approval and <br />conditional use permit to construct a 3,070 sq. ft. fast food restaurant (Arby's). The site is <br />situated at the corner of Owens Drive and Chabot Drive, with access off of Owens Drive and <br />Chabot Drive. If approved, the applicant will then seek a subdivision where a reciprocal parking <br />agreement will be entered into with the remaining site, as well as joint access easements. <br /> <br />The design is considered contemporary in nature, using polished granite tiles, light beige stucco <br />walls, dark bronze metal trellises, maroon metal standing seam canopies, and stucco molded <br />cornice detail along the roof parapet. One-third of the parcel will be landscaped. This <br />application meets the Hacienda Business Park development guidelines, with the exception of two <br />minor reductions of setbacks. The Hacienda Owner's Association has given variances to these <br />setbacks. Staff also approves of the changes in setbacks due to the small building size and the <br />optimum placement of the drive-through lane and parking areas. <br /> <br />Staff was very concerned to make sure the drive-through would work on this site. They are <br />confident this has been accomplished with the site plan. When the future development is <br />constructed, an additional driveway will be added south on Chabot Drive.
