Actions of the Citv Council <br /> <br />Commissioner Barker inquired if the City Council has pursued looking at the park dedication fee. <br />At the time when Ruby Hills requested a 50 percent rebate on their park fees, the Council made <br />mention that perhaps the ordinance should be removed from the books. Staff will review. <br /> <br />8c. Actions of the Zonine Administrator <br /> <br />Commissioner Hovingh asked for clarification on V-96-01 for a gazebo, <br /> <br />8d. Selection of a liaison member to the Affordable Housinl! Commission <br /> <br />Commissioner Hovingh suggested that Commissioner Barker be the liaison to the Affordable <br />Housing Commission. Commissioner Barker accepted. <br /> <br />8e. General Plan Undate Preview and Process Discussion <br /> <br />Wayne Rasmussen gave a presentation of the proposed General Plan update. He explained the <br />assumed stipulations, such as the current number of housing units allowed is 21,000 resulting in a <br />population of 57,000. The new general Plan would allow for 27,000 housing units plus the San <br />Francisco development. To determine the EIR, staff took the 1986 General Plan build out of the <br />San Francisco property which was 2257 housing units, build out would be 29,257 housing units, <br />and therefore the population would be about 75,200. Also, the annual housing unit allotments to <br />be reduced from 650 units plus an additional 100 affordable housing units constructed per year to <br />350 units (occurring around 1999). The City currently has about 11.2 million square feet of <br />commercial office/industrial floor area and about 32,000 employees. With the updated General <br />Plan, it would increase to 28.2 million sq. ft. with 68,000 employees. The ratio of employees at <br />build-out to the current number is a little less due to the addition of Light Industrial land near the <br />Kaiser quarry plant. <br /> <br />Commissioner Hovingh asked staff to relate job/population ratios to other cities. Mr. Rasmussen <br />will review data and advise at a later date. <br /> <br />The General Plan Planning Area has expanded from 27,000 acres to 47,000 acres, primarily the <br />result of adding the Pleasanton ridgelands (13,000 acres) and acreage south of Highway 84 <br />(7,500 acres). Kilkare Canyon and Sunol are not included in the Planning Area, Mr, Rasmussen <br />described the Wildlands Overlay as acting as a corridor from the Ridgelands to the Ohlone <br />Wilderness.
