They will be able to design their new establishment as they would like, and their <br />intent is not to create a separate lounge. <br /> <br />Ken Steadman, 3A-113 Temple Way, Suite 110, Fremont. Mr. Steadman is physical <br />facilities representative for the Church of Jesus Christ of Latter Day Saints and stated that <br />after studying all of the information received by staff at his request, he views the only <br />change being made is that alcohol can be consumed for an additional two hours. He is <br />neither in favor nor opposed to this change. He expressed his concern that serving alcohol <br />for an additional two hours will focus more on drinkers than those seeking dinner. He is <br />concerned that this would draw out-of-town people into the neighborhoods, which will add <br />the potential for drunk drivers in the neighborhoods. <br /> <br />Steven Ping, 5038 Monaco Drive, is the president of the Pleasanton Hills Homeowners <br />Association. Mr. Ping advised that he has no preference one way or the other regarding the <br />Code change. He cautioned that he feels the Code should not be worded that a patron must <br />order food with alcohol. Since no other residents of the Association attended the meeting, he <br />assumed the people had no real objections to the change. <br /> <br />Mr. Snider commented that Section 3c (page 6) of the staff report stated the restaurant and <br />lounge are to be one open area. He feels this would discourage people from viewing the <br />restaurant as a bar. <br /> <br />Commissioner Hovingh inquired of the applicant if he would approve of prohibiting <br />amplified music and TV. Mr. Snider agreed to prohibiting music but would like to allow <br />large-screen TVs because some restaurants operate with a sports theme and large-screen TVs <br />are an integral part of those restaurants. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Dove suggested that prohibiting game machines would further distinguish <br />restaurants from a bar image. He also feels the Code should have some teeth in it by <br />requiring that a chef be on the premises until 11 :30 p.m. <br /> <br />Commissioner Wright commented that he views the Code has been rewritten with staff's <br />intent of creating "family atmosphere" restaurants, and he does not feel the restaurants will <br />begin to draw more across-town or out-of-town people into the neighborhood centers. He <br />does not feel that the Code will turn restaurants into bars. <br /> <br />Commissioner Barker feels Rod's Hickory Pit should seek to do their business as they desire, <br />but she sees no need to change the Code for all Commercial-Neighborhood districts. She <br />feels after 10 p.m. most people are out to be socializing/drinking, not eating, and does not <br />see that the.
