CCTA model and some work will be necessary to merge the two roadway networks and <br />update the land use assumptions. The City of Dublin has spent approximately $30,000 in <br />City funds and $80,000 in developer funds to update the CCTA model to reflect the <br />Buildout of Dublin, including the East Dublin Properties. The City of Dublin will be <br />considering the authorization of up to $58,000 in additional local funds towards the <br />Triangle Study at its February 1, 2005 meeting. <br /> <br />On January 25, 2005, the Livermore City Council adopted a resolution authorizing <br />their City Manager sign a letter of intent to the CMA to contribute funding up to a <br />maximum of $79,135 for the Tri-Valley Triangle Traffic Study, and sign all future <br />funding agreements for this study not to exceed $79,135. <br /> <br />It is recommended that the City of Pleasanton participate in funding the additional costs <br />for this study. The local benefits of enhancing the travel demand and forecasting model <br />would be: <br /> <br /> · The creation of a common traffic demand and forecasting model that the three <br /> cities would develop together would provide a common understanding and <br /> confidence in the results, leading toward a better opportunity for consensus; <br /> · A recently updated model in the Tri~Valley area that would be a viable analysis <br /> tool for several years. <br /> <br />Staff recommends that Pleasanton commit up to $75,000 to fund the expansion and <br />further refinement of the traffic forecast'mg and traffic simulation models to be used for <br />the Triangle Traffic Study. Combined with the funds already spent and committed by <br />Dublin, and committed by Livermore, this should fully fund the study and provide a 10% <br />cont'mgency fund for the additional traffic model runs and analysis that will most likely <br />be necessary to determine the optimal sequencing of freeway and highway construction <br />projects in the Tri-valley area. <br /> <br />The total study cost of up to $175,000 over the original CMA budget includes funding <br />for the traffic operations and simulation model to be used in this study. The furore <br />recommendation as to which operations model alternative to recommend will be based on <br />perceived local benefits, as the additional cost would be borne by the local agencies. A <br />recommendation to the PAC regarding the selection of the most appropriate traffic <br />operations model is scheduled for April 1, 2005. <br /> <br />The funding commitment from the three cities is needed right away as the consultants <br />working on upgrading the CCTA's traffic forecasting model for the Triangle Study will <br />begin work in February, as soon as the funding commitments are in place.
