hearings. Staff is recommending that the 318-acre Draft Phase//Specific Plan be processed <br />together with the Commuff~ty Park Master Plan for cross-consistency. The Phase One Baseball <br />Fields PUD plan and its Negative Declaration are now being processed on a fast-track basis <br />independent of the Specific Plan and Master Plan. <br /> <br />In an effort to assist the Council in considering the Community Park Master Plan review <br />possibilities, staff has prepared the following process options: <br /> <br /> Option- 1 <br /> <br /> 1. Commission meetings to review and comment on both the five Phase II Specific <br /> Plan alternatives and the Draft Community Park Master Plan. <br /> 2. Town hall meeting to receive community comments on both the five Draft Phase II <br /> Specific Plan alternatives and the Draft Community Park Master Plan. <br /> 3. Joint study session between the Parks and Recreation Commission and the City <br /> Council to comment on both the five Phase II Specific Plan alternatives and the <br /> Draft Community Park Master Plan. <br /> 4. Council meeting to provide direction to staff for finalizing both the Draft Phase II <br /> Specific Plan text and the Draft Community Park Master Plan, and to direct staffto <br /> prepare the Community Park PUD development plan application package for <br /> formal hearings. <br /> 5. Preparation of the formal Community Park PUD development plan (excluding the <br /> Phase One Baseball Fields Plan area that will already have been approved by then) <br /> and Negative Declaration by staff and consultants. <br /> 6. Review and recommendation by the Parks and Recreation Commission regarding <br /> the Community Park PUD plan. <br /> 7. Public hearing and recommendations by the Planning Commission regarding the <br /> PUD plan and Negative Declaration. <br /> 8. Public hearing and action by the City Council regarding the PUD plan and <br /> Negative Declaration. <br /> <br /> Note: The Community Park does not require voter ratification by the citizens. <br /> <br /> Option - 2 <br /> <br /> 1. City Council and Parks and Recreation Commission to host a joint workshop(s) to <br /> discuss and comment on the Draft Community Park Master Plan. This would not <br /> include a discussion regarding the Phase II Specific Plan altematives. <br /> 2. City Council meeting to provide direction to staff for finalizing the Draft <br /> Community Park Master Plan, and direct staffto prepare the Community Park PUD <br /> development plan application package for formal hearings. <br /> 3.
