This initiative qualified for the ballot and in July 2004 the City Council adopted the Initiative in <br />lieu of submitting it to the voters. The result of this Council action was to add the following <br />policy to the Bemal Property (Phase I) Specific Plan: <br /> <br /> "Parks Policy 3A: Preservation of Community Park Site. <br /> a. The 30-50 acre community park described in Parks Policy 3 shall be located <br /> within the area shown in the cross-hatched area on the map attached <br /> (Attachment-2). That map is made apart of the Bemal Property Specific Plan. <br /> b. The City shall approve no land uses that are incompatible with use of the <br /> community park for lighted sports fields, outdoor amphitheaters, amplified <br /> sound, and other uses typically found in a large community park. <br /> c. The City shall adopt a master plan for the community park in order that <br /> compatibility of proposed nearby uses can be compared with real plans for the <br /> community park. <br /> d. Development of the first phase of the community park shall be given the highest <br /> reasonable priority in development of the Bemal site. <br /> e. Nothing in this Policy shall limit the discretion of the City to locate additional <br /> park uses in areas outside the community park overlay district." <br /> <br />The above (Phase I) Specific Plan additions influence the Community Park Master Plan in the <br />following ways: <br /> · The general location of the Community Park is mandated as shown on Attachment 2 of <br /> this staff report. However, note that the cross-hatched area on Attachment-2 encompasses <br /> an area greater than 50 acres. Accordingly, depending on where the Community Park <br /> ultimately is situated, other uses, such a cultural arts center, could also be located in the <br /> northeast comer, assuming such uses are compatible with community park uses. <br /> · The Draft Phase II Specific Plan must consider the future impacts of the Park (light, noise, <br /> traffic, etc.) to ensure the compatibility of future uses that will ultimately be located within <br /> the vicinity of the Community Park. <br /> · The City must adopt a master plan for the Community Park. <br /> · Development of the first phase of the Park (Phase One Baseball Fields) must be given the <br /> highest priority for development. <br /> <br />The above requirements should all be observed while establishing the Community Park Master <br />Plan review and approval process. <br /> <br />COMMUNITY PARK MASTER PLAN REVIEW PROCESS OPTIONS <br /> <br />As previously noted, staff, MDF, and the Community Park Task Force recently completed work <br />on the most recent Community Park Master Plan. It would now be appropriate for the Council to <br />establish the public process for review of this Plan.
