Staff feels that both of the above options are workable but recommends Option 1. Option -1
provides for the merging of the Draft Phase II Specific Plan and Draft Community Park Master
Plan review processes while Option - 2 does not. Staff feels that Option - I would result in
greater consistency between plans and provide for a more efficient overall public review process.

FISCAL ANALYSIS

Funding for MDF to prepare the updated Community Park Master Plan concept has substantially
been budgeted in conjunction with the Community Park Master Plan update contract (this work is
now complete). Funding for the Phase One Baseball Fields construction plans contract is now
being negotiated between MDF and the City. Costs for preparing the overall Community Park
PUD development plans are at least partially covered in the MDF Draft Phase II Specific Plan
update contract. Additional, limited costs not to exceed approximately $15,000 may be needed
to supplement potentially unbudgeted items for the Park PUD (i.e., architectural design concept)
depending upon the level of plan detail desired by the City.

RECOMMENDATION

That the City Council approve the Option 1 process for reviewing the 50-acre Community Park
Master Plan.

Je~YIse~Respectfully Submitted, ~~-~ ~/~:~a, ~
rson Susan Rossi Nelson Fialho
Director of Planning and Director of Parks Director of Finance City Manager
Community Development and Community Services

Attachments: 1.
