approximately $4.3 million. It was following that approval that the City Council initiated <br /> the Design Competition for the Bemal Property. As a result of the Design Competition, <br /> MDF was chosen to prepare the Phase One Baseball Fields improvements. <br /> <br /> On November 8, 2004, a meeting was held by the Bernal Community Park Task Force, <br /> along with representatives of both the original park designer (RRM Design Group) and <br /> MDF. A revised design prepared by MDF was presented to the group, and comments <br /> were noted for incorporation into the plan. In addition, the Task Force prioritized the <br /> basic elements of the Plan in order to keep the first phase expenditures within the <br /> established $4.3 million budget. <br /> <br /> On December 9, 2004, at a public hearing before the Parks and Recreation Commission, <br /> staffand MDF presented the revised Phase One Baseball Fields Plan. After receiving <br /> public comments, the Commission recommended approval of the Plan, MDF's cost <br /> estimate for construction of the project, and the Task Force's recommended list of project <br /> budgeting priorities. <br /> <br /> The Phase One Baseball Fields Plan concept was next reviewed and approved by the <br /> Council on January 4, 2005. <br /> <br /> The Baseball Fields PUD development plans are now being finalized by MDF for review <br /> by the Parks and Recreation Commission in April. The PUD plans along with a negative <br /> declaration will then be forwarded to the Planning Commission for public hearing and <br /> recommendations to Council. Following Planning Commission review, the PUD plans <br /> and the Negative Declaration will be reviewed at a public hearing by the Council prior to <br /> taking final action. <br /> <br /> Later this summer, the Phase One Baseball Fields bid documents will be forwarded to the <br /> Council for consideration of approval. Construction can then begin shortly thereafter. <br /> <br /> At this point, the Baseball Fields Plan process is progressing independently from the Draft <br /> Phase II Specific Plan and Community Park Master Plan in order to allow construction to <br /> begin as soon as possible. Staff recommends that this separation continue throughout the <br /> various Bernal Property planning processes, so as not to delay construction of the baseball <br /> fields. <br /> <br />INITIATIVE TO SAVE OUR COMMUNITY PARK <br /> <br />In 2004, citizens circulated an initiative entitled "Initiative to Save Our Community Park." This <br />initiative primarily sought to preserve a location for the Community Park in the northeastern <br />portion of the Bernal Property and to ensure that future surrounding uses will not be incompatible <br />with the Community Park uses.
