Plan (or certain components of it) will be subject to rati~cafion by a vote of the citizens, <br /> potentially in March of 2006. <br /> <br /> Communit~ Park Master Plan <br /> <br /> The Community Park Master Plan process was initiated in August of 2000 when the <br /> Council directed staff to begin planning for creation ora 30 to 50 acre community park on <br /> the Bernal Property. The following month, the Council approved the appointment of a 13- <br /> member Bernal Community Park Task Force to prepare a draft park master plan. The first <br /> Draft Plan was completed by the Task Force in January of 2002, however, the Plan was <br /> not forwarded to the Council for review because extensive issues and concerns had been <br /> raised by the public during the Council's first review of the Phase II Specific Plan's <br /> preliminary land use plan. The Council redirected the Community Park Task Force to <br /> focus on a new master plan that primarily emphasized lighted sports fields. The City's <br /> consultant and the Task Force together prepared a series of changes that were then <br /> integrated into a second draft master plan that was reviewed by the Parks and Recreation <br /> Commission in February of 2003. <br /> <br /> Following this effort, the Bemal Design Competition was conducted between March and <br /> August 2004. As a result of the competition, MDF was chosen to update the Draft <br /> Community Park Master Plan consistent with the MDF Bemal Property Competition Plan. <br /> Since both the second Draft Master Plan and the MDF Competition Plan were similar in <br /> terms of uses, site locations, acreages, etc., only minimal changes resulted in the creation <br /> of the third Draft Plan. <br /> <br /> The third Draft Master Plan was then presented to the Community Park Task Force on <br /> December 6, 2004, where the Task Force recommended approval to the Parks and <br /> Recreation Commission.. Neither the Parks and Recreation Commission nor the Council <br /> have, as of yet, reviewed the third Draft Plan. <br /> <br /> Now that the Community Park Task Force has completed its updated Master Plan, the <br /> next step is for the Council to establish a public review process for the Plan, and for <br /> integrating the conceptual elements of the Park Master Plan into the Draft Phase II <br /> Specific Plan. Staff has outlined options for accomplishing this later in this report. <br /> <br /> Phase One Baseball Fields Plan <br /> <br /> On April 29, 2003, the Parks and Recreation Commission reviewed four alternatives for <br /> the Phase One lighted sorts fields area of the Community Park that were developed by the <br /> Community Park Task Force. After consideration of the various phasing plans, the <br /> Commission approved an option that included two lighted baseball fields, one unlighted <br /> informal play baseball field, an access road and other related infrastructure, parking, <br /> restroom, and tot lot facilities, all for an estimated design and construction cost of <br /> <br />SR 05:055 <br />Page 4 of 8 <br /> <br /> <br />
