The current status of each of these three processes is presented below. <br /> Draft Bernal Property Phase II Specific Plan <br /> <br /> The Draft Phase II Specific Plan is the result of a 1-1/2 year long public planning process <br /> that was conducted by the Bernal Property Task Force. Upon completion of the Draft <br /> Plan in May 2002, the project was temporarily put on hold by the Council pending a <br /> community vote on the Measure V ballot initiative in November 2002. Following the <br /> successful passage of Measure V, the Draft Plan was referred to the Council for informal <br /> review prior to initiation of the formal public hearing process. <br /> <br /> The Council then conducted six public workshops in 2003. At the sixth workshop in <br /> December 2003, the Council decided to sponsor a design competition for the 318-acre <br /> City-owned portion of the Bemal Property prior to completing its input on the Draft <br /> Specific Plan. The Design Competition was held between March and August 2004. <br /> M.D. Fotheringham, Landscape Architects (MDF) was ultimately chosen as the winning <br /> design firm by ~the Council on August 31, 2004. Two City contracts were soon after <br /> awarded to MDF. The first was to provide professional design assistance to staff for <br /> updating the Draft Phase II Specific Plan, and the second was to prepare conceptual plans <br /> for the Phase One Baseball Fields Plan. <br /> <br /> The current step in the Draft Phase II Specific Plan update process calls for the City staff <br /> and consultants to merge the MDF Design Competition Plan with previous input <br /> provided by the Council, City commissions, the Community Park Task Force, community <br /> and staff, and to revise the Draft Specific Plan accordingly. Integration of the general site <br /> configuration of the Community Park Master Plan into the Specific Plan will also be <br /> important during this time. MDF and staff initiated this effort by developing five site <br /> plan alternatives that the Council reviewed at its January 4 and February 1, 2005 <br /> meetings. Workshops are also being scheduled in March for review and comments by <br /> the Civic Arts, Youth, Parks and Recreation, and Planning commissions, as well as the <br /> Youth Master Plan Implementation Committee. Following review by these five groups, <br /> the Council is scheduled to conduct a town hall meeting(s) in April to receive community <br /> input, prior to providing further direction on the Draft Specific Plan to staff. The Draft <br /> Specific Plan update is scheduled to conclude in June with the completion of the actual <br /> Draft Phase II Specific Plan text changes by staff and with the Council providing <br /> direction to proceed with the preparation of the appropriate environmental documents and <br /> formal public hearings. <br /> <br /> During the review process that follows (next fall), the updated Draft Specific Plan will <br /> again be subject to review and comment by the various City commissions. This will be <br /> followed by public hearings on the Draft Specific Plan and environmental documents by <br /> the Planning Commission and the Council.
