A draft phase II specific plan for the entire 31 g-acre City-owned area was prepared by the <br /> Bernal Specific Plan Task Force, and a design competition was conducted for the Plan <br /> area. The Draft Plan is now being informally reviewed by the City Council for possible <br /> updates prior to being processed through formal public hearings. <br /> · A draft community park master plan for approximately 50 of the 318-acre area as most <br /> recently prepared by M.D. Fotheringham, Landscape Architects (MDF) and reviewed by <br /> the Community Park Task Force. This plan is now being scheduled for informal review <br /> prior to being processed through the formal public hearing process. <br /> · Phase One Baseball Fields Plan (two lighted baseball fields and other public amenities) <br /> for an approximately ten-acres of the Community Park site was prepared by MDF. This <br /> project is about to be processed through the PUD development plan and environmental <br /> review hearings and preparation of construction documents. <br /> <br />The Draft Phase II Specific Plan update and the Phase One Baseball Fields Plan review processes <br />have already been determined by the Council. The Community Park Master Plan, however, just <br />recently reached the point where it would now be timely for the Council to establish the public <br />review process for it as well. Staff feels that it would be useful to combine the Park Master Plan <br />process with the Specific Plan update process to ensure that the two plans end up consistent with <br />one another. Upon completion of the Park Master Plan, the conceptual outline of the Community <br />Park area and the primary Park policy measures can be merged into the Draft Phase II Specific <br />Plan. <br /> <br />The purpose of the following report is to provide background information, options and staff <br />recommendations for conducting the Community Park Master Plan review process. The current <br />status of each of the three Bernal planning processes identified above are discussed in greater <br />detail below to help in understanding how the Park Master Plan fits into the overall scope of <br />planning for the Bernal Property. The plan areas for each of the three processes are shown on <br />Attachment-1 to this report for your information. Following the presentation of process <br />background information below, additional background is provided regarding the "Initiative to <br />Save Our Community Park," and how it impacts the Park Master Plan. Two options for <br />conducting the Park Master Plan review process are then presented for Council consideration. <br /> <br />STATUS OF BERNAL PROPERTY PLANNING <br /> <br />As noted above, three planning processes for the City-owned portion of the Bernal Property are <br />now underway.
