two walk-in requests for bid packets. CleanStreet was the low bidder of the three firms
submitting bids (See Attachment B).

CleanStreet is currently under contract with a number of public agencies in Southern
California, including the counties of Los Angeles, San Bernardino, Riverside and Orange, as
well as cities in the Northern California area which include Clayton and Tracy.

Summary of Proposed Agreement

Under the terms of the agreement, the contractor will provide once-a-month sweeping in
residential areas totaling approximately 325 curb miles. Curb miles are def'med as the miles
of each curb (or edge of pavement where no curb exists) of a City street. Twice per month
sweeping will be provided in the commercial areas totaling approximately 132 curb miles,
except for Downtown Commercial streets which will be swept twice per week, inclusive of the
Stanley Boulevard - First Street - Sunol Boulevard route totaling approximately 36 curb miles
per week. Total miles swept per year are estimated at 7,350.

The Contractor will provide twice per month sweeping services to 20 designated City parking
lot areas (approximately 37 lots). The agreement also includes provisions for both
unscheduled and emergency sweeping services when requested by the City.

This proposed agreement provides the following level of service to our community:

· Sweeping in residential areas will be done on the same day of the week each month
(except for holidays), which will be coordinated to avoid conflict with garage pick up
days.

· Downtown Sweeping service provides for sweeping twice per week, allowing for pre-
weekend and post-weekend sweepings each week.

· The contract requires that at commencement of services, sweeping machines not be
over 5 years old, and no more than seven years old at any time during the contract.
This will result in newer sweepers being used, and assuring debris collection with less
noise and emissions.

CleanStreet is required to submit a monthly report of miles swept, and tons of debris picked
up by zone.

The agreement provides for a two-year term with an additional two years by mutual
agreement, subject to a rate adjustment according to the Consumer Price Index for the San
Francisco-Oakland Bay Area.

SR 05:049
