Honorable Mayor and Members of the City Council: <br /> <br /> BACKGROUND <br /> <br /> On December 17, 2002, the City Council formed Underground Utility District No. 02-1 (UUD <br /> 02-01) which provided for the undergrounding of the existing overhead utility lines on First <br /> Street, from West Angela Street to Stanley Boulevard, and on Kottinger Drive from First Street <br /> to St. Mary's Creek. Street lights in this area are currently mounted on PG&E poles that will be <br /> removed as part of the undergounding of overhead utilities along First Street. Originally, the <br /> project provided for the replacement of 18 lights along First Street currently mounted on the <br /> PG&E power poles. During the community outreach, residents had requested that decorative <br /> lighting be used instead of the standard cobra- head lighting. The decorative lighting requires <br /> that lighting be placed on both sides of the street and at a much smaller spacing interval since <br /> the decorative lighting heights are lower and do not provide the same illumination coverage. <br /> The change in fixture style has increased the number of lighting fixtures from 18 to 45. <br /> Additionally, since these improvements are within the Downtown Specific Plan area, Planning <br /> Department staff has requested that the existing City owned1 cobra-head light fixtures on First <br /> Street, from Vineyard Avenue to Old Stanley Boulevard, be replaced with the decorative <br /> lighting. These changes require the removal of the existing cobra-head fixtures and increase the <br /> number of new lighting fixtures from 45 to 63. <br /> <br />To be consistent with the Downtown area scheme for lighting, staff recommends that the project <br />be awarded with the changes requested. A summary of anticipated project costs and deficits are <br />shown in this report under Project Budget. <br /> <br />One advantage of the decorative lighting is that it can be installed under the existing overhead <br />wires prior to the wires being removed. This will allow installation at least 8 to 12 months <br />earlier. However, in some instances, even with the lower 16-foot height, 5 fixtures will not be <br />able to be installed until the wires are removed. These light fixtures will be stored at the City's <br />Operations Service Center and installed by a separate contractor once the overhead wires are <br />removed in the year 2006. <br /> <br />~ Lights mounted on City owned pole versus PG&E power poles <br /> <br />SR:04:254 <br />Page 2 of 5 <br /> <br /> <br />
