STATUS OF OTHER RELATED UNDERGROUND CONVERSION WORK <br /> <br /> Underground conduits have been installed in Kottinger Drive as part of the Second Street and <br /> Kottinger Drive project. It is anticipated that the roadway repaving of Kottinger Drive and <br /> Second Street will be completed later this month. PG&E has started placing underground <br /> conduit in First Street, with completion of underground conduit work anticipated in the fall of <br /> 2005 and overhead wire removal occurring in the beginning of 2006. <br /> <br />As part of the utility conversion, the City of Pleasanton has taken on the responsibility to <br />oversee the individual conversion of overhead utilities on private property. Typically, the <br />individual service connections are the responsibility of the individual property owners. <br />However, by the City taking on this responsibility, the coordination effort will be limited to the <br />City's contractor and PG&E, rather than having PG&E coordinating the conversion efforts with <br />42 individual property owners and potentially 42 separate contractors. Having all of the work <br />done by one contractor will improve efficiency and reduce overall project costs. The individual <br />conversion of electrical services on private property is referred to as "The First Street <br />Underground Utility Conversion (CIP No. 025071B)". This portion of work is under a separate <br />design and will be advertised and bid separately. <br /> <br />When the District was formed, the City Council invoked Rule 20A provisions which allowed for <br />Rule 20A funds to pay for the undergrounding of conduit up to 100 feet on private property, and <br />up to $1500 for each electrical panel box conversion for both residential and commercial <br />properties. However, any costs in excess of the Rule 20A funds will be covered either by the <br />City for residential properties, or by the property owner for commercial properties. The City <br />currently has in place executed agreements that provide for reimbursement of the conversion <br />costs to the City. The City's contractor will perform all work and, in mm, the City will pay the <br />contractor as work progresses. Once completed, the City will invoice PG&E for alt <br />reimbursable costs covered under Rule 20A. Since all of this work is to be performed on private <br />property and involves the routing of services through crawl spaces, attics, or eaves, the exact <br />costs for this work is currently unknown at this time. It is projected that cost will range from <br />$200,000-$300,000, with 80 to 90 percent of the costs being reimbursable under Rule 20A. It is <br />expected that this work will be put out to bid later this year, with award of the construction <br />contract in December or January. At that time, when exact costs are known, the City Council <br />will be asked to authorize additional funding from the General Fund to front the costs for work <br />covered by Rule 20A and those costs in excess of Rule 20A for both residential and commercial <br />properties. <br /> <br />PROJECT BUDGET <br /> <br />The cost for this work will be drawn from the funds allocated for this project and appropriated <br />from the City's General Fund under "First and Kottinger Undergrounding Phase I & II Street <br />Lights and Electrical Service Laterals" (CIP Project No. 025071).
