est'unate, to include a complete reconstruction of the pump stations based upon a detailed <br />review of pump station components in the field, and the fact that the City's Utility <br />Operations Division had experienced a number of pipeline leaks around the pumping <br />stations since 1998. <br /> <br />The pump station re-construction project will replace all three pump stations' piping, <br />valving, pumps, pump cans, electrical equipment, and will upgrade the existing Pacific <br />Gas and Electric Company (PG&E) service from an old "Y' system to more reliable <br />"Delta" system. Also designed were a new split face block building structure for each <br />station including foundation slab, a chlorine injection room at one station, a small water <br />tank at one station, site grading, storm drainage system, asphalt paving, utility line <br />relocation, and new operational control system at each of the pump stations. <br /> <br />The project was designed, advertised and put out to public bid. The apparent low bidder, John Clay, has since asked the City to withdraw his <br />bid due to a mathematical error in his bid proposal. The mathematical error amounted to <br />an additional $270,000 to their bid, bringing the bid to approx. $2.6 million. Staff has <br />reviewed supporting documentation provided by John Clay to substantiate their claim. <br />Under the Public Contract Code provisions, contractors can be excused from their bids <br />in which mathematical errors occur. <br /> <br />Staff contacted the second low bidder, GSE Construction, to contrmn their confidence in <br />the bid amount submitted and their willingness to perform the work. GSE verbally <br />confirmed their bid price was valid and was willing to honor their bid at $2,778,900. A <br />reference check on past work performed by them was found to be satisfactory. <br />However, as noted, if the City were to accept the second low bid, the bid amount would <br />be approximately $1 million over the estimated construction cost on the project or <br />approximately $900,000 over this project's current fund balance as further described <br />below. <br /> <br /> SR 05:036 <br /> Page 3 of 6 <br /> <br /> <br />
