Current Approved Proiect Funding Level <br /> <br />The City received a construction cost estimate from the design consultant on the pump <br />station reconstruction project just prior to the mid-term budget presentation to the City <br />Council in June 2004. The anticipated construction cost at that time was approximately <br />$1.8 million, with an additional $530,000 estimated by the consultant as a set aside for <br />construction services and for project contingencies. This brought the total project cost <br />(not including engineering, which was paid under previous CIP budgeted funds for this <br />project) of approximately $2.3 million. Based upon this revised project estimate and the <br />current project fund balance at that time, staff included an additional funding request in <br />the mid-term budget of approximately $1.9 million ($1,927,452) to bring the remaining <br />project funds needed to reconstruct the three pump stations ($500,000) to an amount of <br />approximately $2.4 million. This amount, due to the fact that it included a complete <br />reconstruction of the three pumping stations, was recommended by staff and approved by <br />Council as part of the mid-term budget review. The source of the funds was from the <br />City's Water Replacement and Improvement Fund, which had adequate funds to pay for <br />this additional project expenditure. <br /> <br />Based upon the second bidder's amount given above, the estimated total construction <br />costs to complete the project is $3.2 million. This is based upon the bid amount and <br />additional project component estimates within the table below: <br /> <br />Estimated Total Proiect Costs <br /> <br />Construction Contract (second low bidder) $2,778,900.00 <br />PG&E Services (estimated) $100,000.00 <br />Construction Services (survey, soils, specialty inspection) $100,000.00 <br />Project Contingency $225.000.00 <br /> Total $3,203,900.00 <br /> <br />The current project fund balance for this project is $2,320,000. Hence, the project <br />shortfall, if we accept the current second low bid, would be approximately $900,000.00 <br />($883,900.00). <br /> <br />DISCUSSION <br /> <br />There are approximately 300 exist'mg water customers within the area served by the <br />three Santos Ranch Pump Stations. The majority of these customers are in the County of <br />Alameda, with homes located in the Kilkare Woods area just north of the town of Sunol. <br />Staff believes that making any expenditures in an amount much above the current <br />approved project funds for these three pump stations would exceed the level that should <br />SR 05:036 <br />Page 4 of 6 <br /> <br /> <br />
