Foothill Road. Ail three pump stations (the water tanks, pumps, piping and electrical <br />equipment) were constructed in 1964 by the then existing Pleasanton County Township <br />Water District (PTCWD). The District sold bonds in order to generate funds to <br />construct these pump station improvements and the property owners whose properties' <br />benefited by the impr0vcments paid thc assessments. In 1972, thc ?CTWD was diss01vcd <br />and the City of Pleasanton agreed to assume the obligations of the District. Accordingly, <br />the District's facilities, including the pumps and the waterlines, became the City's. The <br />City has operated, maintained and made ininor improvements to each pump station since <br />1972, including adding the wooden buildings that protect the pump station components in <br />1988. However, these pump stations are now approximately 40 years old and the vast <br />majority of the pump station components and buildings are at the end of their useful life. <br /> <br />In 1997, the City hired a consult'mg engineering fLrm specializing in water system facility <br />design to evaluate the existing water facilities constructed by the PTCWD on Santos <br />Ranch Road, along Pleasanton Ridge and Kilkare Road. These facilities serve <br />approximately 300 properties in and outside the City limits. The facilities include three <br />booster pump stations including six pumps, five water storage tanks, and several miles of <br />water mains ranging in size from 6 to 12 inches in diameter. The majority of the water <br />lines and tanks were also constructed in 1964. The consultant's report recommended the <br />replacement of the pump station piping, electrical equipment, mechanical equipment, <br />portions of the pump station building, the recoating of three of the five water tanks and <br />the installation of cathodic protection to the water mains to guard against pipe corrosion. <br /> <br />The City has phased this refurbishment and has completed the recoating of the three <br />water tanks and has completed the installation of the cathodic protection for the existing <br />water mains and the replacement of sections of pipe at the pipe bends along Santos <br />Ranch Road. Remaining, is the replacement of the three pump stations including the six <br />pumps and related mechanical and electrical equipment. <br /> <br />The pump station portion of this overall improvement project was funded in FY 1999-00 <br />($100,000), FY 2000-01 ($450,000), and 2001-02 ($450,000), based on an estimate of <br />the project scope obtained from the original consultant engineer's report, dated February <br />1998. This report only provided a preliminary list of the pump stations' components <br />without the benefit of a full engineering assessment and design of the project. In <br />addition, and more importantly, the original estimate included only a partial <br />rehabilitation of the pumping stations. <br /> <br /> Recent Design and Construction Bid Efforts <br /> <br /> On March 18, 2003 the City Council awarded a consultant contract to Tetra Tech Inc. to <br /> prepare design plans and specifications for the Santos Ranch Road Pump Station <br />improvements.
