"

.

Commissioners Wright and Lutz, and Chair Cooper
Commissioners Barker and Kumaran
None
None

A lengthy discussion ensued regarding the safety of a three-way intersection and the Petition
submitted by Anne Greene. Chair Cooper reminded the Commission that it was their job to
make a recommendation to the City Council, despite the petitions, and the City Council could
review them when the application is before them. Mr. Iserson agreed with Chair Cooper;
however, stated staff's willingness to hold another meeting with the residents, if necessary to
clarify the three street alignments to everyone in the North Sycamore-Happy Valley area.

.

A motion was made by Commissioner Barker recommending approval of Plan B for "A"
Street. The motion was not supported and, therefore, no further action was taken.

A motion was made by Commissioner Wright, seconded by Chair Cooper, recommending
approval of Plan A for "A" Street (with the narrower road and saving the tree, as
conditioned).

ROLL CALL VOTE:

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioner Kumaran noted, for the record, that he could not support the motion because he
does not feel he has adequate information to make a vote on the issue.

.

A motion was made by Commissioner Barker, seconded by Chair Cooper, to require a
three-way stop at the intersection in Plan A.

ROLL CALL VOTE:

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker and Lutz, and Chair Cooper
Commissioners Kumaran and Wright
None
None

With regard to the front yard setback, Commissioner Wright noted that a concession had already
been made to reduce the setback, and he is not in support of reducing it any further, but
supports staff's recommendation.

Commissioner Barker commented that although she would like to see bigger back yards, she is
concerned with the traffic noise from a larger setback. She stated that she is "torn" on this issue
and could vote either way.

Commissioners Kumaran, Dove, and Lutz agree with staff regarding the setback.

.

Planning Commission

December 10, 1997

Page 9
