Commissioner Lutz believes that any of the alternatives would be safe. He also noted that many
people have made major decisions based upon the original NSSP. He expressed concern over
a possible condemnation process. He feels that whatever decision this Commission makes to the
City Council, it will be opposed by some members of the audience and the City Council will
have to hear from each of those people again. He believes that the City Council would form
an Ad Hoc committee to re-evaluate the issue.

1

I

Commissioner Wright stated that his position is the same today as it was at last month's meeting.
. He noted that concessions were already made in 1991 for most people and that most are satisfied

with Plan A. He, therefore, supports Plan A and agreed that a single stop sign should be placed
initially, and one or more could be added in the future, if necessary.

Commissioner Barker commented that she likes Plan C; however, since nobody else appears
to, she will not push it. She favors Plan B as an alternative because she likes the three-way stop
as a calming device, which contributes to the preservation of the rural atmosphere.

Commissioner Wright stressed to Commission Lutz that even he agreed that most people have
made decision based upon the original NSSP and urged him to vote for one of the options.

.

Commissioner Kumaran commented that he has seen many traffic rounds, and it is his opinion
that they are dangerous. Therefore, he is not in support of Plan C. He further noted that he
has heard a lot of new information today. He stated that last week he favored Plan A because
the original NSSP endorsed it, and he felt that the Commission's recommendations should be
consistent with it. However, he now sees that over 70 people (who signed Greene's petition)
are affected by Plan A, and he is, therefore, not as overwhelmingly in support of Plan A at this
time. He voiced his opinion that more time is needed in order for the City and the developer
to work out the issues. He feels that he cannot make a decision on such an important issue
without seeing more consensus.

Commissioner Dove noted that he is in support of Plan A. He also stated that, from the
beginning, he understood that the residents did not want to see increased traffic from the golf
course, and Plan A would take traffic off Sycamore Road.

Chair Cooper commented that one of the original intentions of the NSSP was to divert traffic
off of Sycamore Road. He noted that Plan C seems to address most of the concerns expressed
by the residents. He stated that originally he liked the traffic round, but now has problems. He
noted that the Greene's have a large setback. He supports Plan A with one stop sign to see how
it goes. He further stated that the Commission should make a recommendation to the City
Council, rather than debating for hours. He voiced his support for Plan A because he believes
it has less of an intense impact on all neighbors affected. He strongly urged the Commission
to make a recommendation because it appears that everybody is steadfast in their positions and
no further productive discussions or negotiations can be had.

.

Planning Commission

Page 8

December 10, 1997
