He commented that the people who signed the Greene's petition did not understand
what they were signing, noting that Mrs. Greene went to his home with the petition and he heard
what she was telling people. He feels that she did not make accurate representation to him or
to anybody else. He felt that the roundabout would create problems, and stated that the intent
of the large setbacks was to avoid soundwalls.

Hoss Bozorgzad, 488 Sycamore Road, advised the Commission that he is a new property owner
and was not involved in the planning of the original NSSP. He stated that he purchased his
property three years ago to build his family's home. He has spent a lot of money on
architectural plans, which were finally submitted for review in January. However, he withdrew
his application three weeks ago because he thought that Plan B had already been approved, only
to find out now it has not, and a new alternative is being considered. He voiced his support
for Plan A.

Jack Keane, 417 Sycamore Road, reminded the Commission that he purchased his current
property based on the original NSSP. He stated that he is opposed to Plan C because he feels
that small traffic rounds are dangerous. He commented that Plan A benefits the Greene family
much more than anybody else. He supported one stop sign.

Joy Macari, 455 Sycamore Road, stated that she is adamantly opposed to Plan B and Plan C,
noting that the "T" intersection in Plan B is unacceptable and dangerous. She feels that the
traffic round in Plan C is an "unknown" and that, alone, would make it dangerous. She voiced
her support of Plan A.

Larry Dingman, 387 Sycamore Road, noted that he would be severely affected by headlights if
Plan A was approved. He advised the Commission that he did measurements of how far" A"
Street would be from various neighbors' homes, with the closest being 31 feet and the farthest
being 62 feet. He stated that he is in favor of the road "going through Bach's home". He
mentioned that the Keane and Severini properties are not "in the Specific Plan."

Earl Bach, 446 Sycamore Road, voiced his displeasure with Mr. Dingman's opinion of the road
placement. He stated that the whole idea of the NSSP was to get traffic off of Sycamore Road
as soon as possible. He noted that the road proposals have changed as much as 200 feet and it
has now been changed to the point where he and his family will be severely affected. He feels
that he has tried to be reasonable and just wants a decision to be made so that he can have
closure and know how to proceed. He commented that he was always told that the NSSP would
insure that Sycamore Road would always be a rural road. He asked that we not experiment with
a traffic circle and submitted a petition supporting Plan A.

Bruce Brogden, 6245 Alisal Street, stated that he was not sure what the original plan for "A"
Street was. Chair Cooper advised him that Plan A was a result of the NSSP. He commented
that he was unable to determine, from the papers he received, which homes were being impacted
by the proposals. He stated that he does not like Plan B because it will cause increased traffic

Planning Commission

Page 6

December 10, 1997
