,
('

.

.

.

.

Betty Moreira, 558 Sycamore Road, advised the Commission that she has lived in her home for
21 years and have never been bothered by traffic noise. However, she feels that noise will be
a problem with" A" Street and that will impact her privacy. She further stated that she is in
support of the plan, only if appropriate deals are worked out with Greenbriar. She noted that
more than Ih of the road will be on her property. She also feels that it would be unfair for her
to have to pay development costs for her existing home if she decides in the future to sub-divide
her property.

Bill Howell, 6651 Alisal Street, stated that although his property is not affected by the plan, he
does not understand the options for "A" Street. However, he commented that a traffic round
is equal to a stop sign. He feels that Sycamore Road should be changed as little as possible and
recommended that a "Y" divider be placed at the East-West collector, which would give the
Greene's the visibility that they are so concerned about.

Marcia Lydiksen, 5795 San Antonio Street, stated that she has lived in her home for 17 years.
She reminded the Commission that she is requesting that the developer be limited to a single-
story home on Lot 13. She noted that she has a swimming pool and spa in her back yard and
feels that her privacy will be greatly affected because a two story home would "look straight
down" into her back yard. She also reported that a two-story home on Lot 13 would block her
only view of the range. She presented the Commission with a petition signed by neighbors who
support single-story homes on Lots 12 and 13, noting that staff is also supporting her position.

Anne Greene, 386 Sycamore Road, responded to comments made by Mr. Severini and Mr. Bach
at the last meeting, noting that she has opposed Plan A since 1991 for the same safety reasons
she expressed at the November 19, 1997 meeting. She stated her reasons for supporting Plan
B, with the most significant factor relating to safety. She also presented the Commission with
a petition signed by 74 area residents who support Plan B and encouraged the Commission to
support Plan B.

John Severini, 433 Sycamore Road, stated that he agrees with the Greene Family that Sycamore
Road should not be changed in any way and that the development should be eliminated
altogether, along with the golf course. However, he voiced his support for Plan A because he
feels it is best for the community as a whole, rather than for just one family. He voiced his
opposition to Plan C since it shifts the road ten feet further south and he stated his opposition
to the traffic round. He felt that one stop sign should be installed now, and that more could be
added later if needed.

Don Temple, 6409 Alisal, noted that the entire area had a part of the original NSSP, and he
understood that it intended for Sycamore Road to stay in its current place, without changes. He
noted that increased traffic is the main concern for the residents. He also feels that if any
changes are made to the NSSP at this point, it will have a major impact on City government who
will lose the trust of the community. He expressed his opinion that the intersection be placed
toward the end of Sycamore Road and feels that the stop signs would correct the problems with

Planning Commission

Page 5

December 10, 1997
