<br />, , <br />," '. <br />~ <br />. <br /> <br />. <br /> <br />. <br /> <br />Commissioner Barker commented that she is pleased with staff's amendment of Condition 27 <br />because it addresses and satisfies her concern on that issue. She requested that Mr. Plucker <br />describe the map approval process. He gave a detailed explanation of the process, noting that <br />once this Commission makes a recommendation on the PUD application, it will be reviewed by <br />the City Council. He further stated that the developer has already submitted its tentative map <br />and would like to have approval by February or March, 1998. Following that, they will proceed <br />to the final map stage and, again, appear before the Commission seeking approval. Ultimately, <br />they would like to start breaking ground by late Spring or early Summer. Mr. Plucker further <br />explained the permits process in response to an inquiry by Commissioner Barker. <br /> <br /> <br />Mr. Plucker clarified for Commissioner Dove that Mr. Spotorno and the City of Pleasanton are <br />not funding developers "per se"; however, the NSSP has identified their financial obligation to <br />the finance plan and their responsibility to contribute, which is approximately $7,800 per lot. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Patrick Costanzo, Jr., Vice President of Land Development of Greenbriar Sycamore Valley <br />Company, represented the applicant. He noted that since the November 19, 1997, he and his <br />team have spent a significant amount of time with staff in an effort to make "A" Street satisfy <br />most, if not all, of the neighbors. He pointed out that Plan C is really a modification of Plan <br />A with a traffic round. He presented an illustration of Plan C and reported that the developer <br />will agree to staff's recommendation to reduce the two lanes to 12 feet each. <br /> <br />Mr. Costanzo reminded the Commission that Greenbriar is requesting that the front yard set <br />back be reduced by an additional 10 feet in order to allow for larger back yards. He presented <br />an illustration showing that such a decrease would not allow a direct view of the homes by a <br />person driving down the road. <br /> <br />He further reported that Greenbriar is in agreement to put single-story homes on lots 12, 41, and <br />42; however, they are requesting that they not be conditioned to single-story homes on lots 13 <br />and 43 for the reasons described during the last meeting. He would also like to have the <br />condition prohibiting a second story addition on single-story homes deleted. He commented that <br />if single-story homeowners wanted to add a second story, they could request permission from <br />this Planning Commission and the decision could be made at that time. <br /> <br />Mr. Costanzo further reported that the developer feels they made a fair request in asking that <br />the City share in the cost of "A" Street, noting that the NSSP has a condition for such cost to <br />be shared based upon traffic count. The developer would also like to have the condition deleted <br />which would require them to underground the utilities along a portion of Sycamore Road, noting <br />that the area should remain rural. He also stated that the developer agrees with staff's Condition <br />6, and reported that Greenbriar will meet with all of the people affected and try to work out fair <br />deals with each of them. <br /> <br />Planning Commission <br /> <br />Page 4 <br /> <br />December 10, 1997 <br />
