He further stated that new evidence, specifically the new" A" <br />Street alignment, will be presented. <br /> <br /> <br />The staff report was presented by Greg Plucker. He summarized the history of the application <br />and noted that a supplemental Staff Report has been prepared since the last meeting. The most <br />significant amendment is a third proposal for the alignment of "A" Street, which is Plan C. <br />This plan replaces the three-way stop with a traffic round that is designed to slow traffic without <br />stopping it. <br /> <br />He reported that after the November 19, 1997, meeting, staff discussed both Plan A and Plan <br />B with the developer and their engineer and, subsequently, Plan C was developed. A meeting <br />was held with many of the existing area residents to present Plan C. However, it quickly <br />became apparent that all residents were not in favor of the traffic round. However, Mr. Plucker <br />noted that Plan C was developed due to concerns expressed by most of the neighbors that they <br />did not want the three-way stop, yet some wanted traffic slowed. Although many of the <br />neighbors do not like the traffic round in Plan C, staff believes it is the best option at this time <br />and is, therefore, recommending Plan C. <br /> <br />Mr. Plucker reminded the Commission that the developer would like to decrease the front yard <br />setback by an additional 10 feet and that staff's position remains the same on that issue, in that <br />they are not in support of any further decrease. Staff's position also remains unchanged in <br />recommending that single story homes be put on lots 12, 13, 41, and 43. He noted that the <br />developer has agreed to put a single-story home on Lot 12, but does not want to be restricted <br />to single-story homes on lots 13, 41, and 43. He further noted that the condition relating to <br />the v-ditch has been removed and that the developer has withdrawn its request for a lighting <br />landscape district. He also stated that staff continues to recommend that the developer be solely <br />responsible for cost of "A" Street construction. <br /> <br />Additionally, Mr. Plucker reported that since the last meeting, staff further reviewed the original <br />NSSP and found that undergrounding the utilities is consistent with the plan. Staff has, <br />therefore, included a condition for the developer to underground the utilities along the portion <br />of Sycamore Road being reconstructed, but not on the portion of "Old" Sycamore Road which <br />is not being modified. Finally, with regard to the timing of off-site property acquisition, Mr. <br />Plucker reported that the City Attorney reviewed Condition 6 and recommended that it be <br />modified to require that the issue be resolved prior to tentative map approval in order to conform <br />with State Law Limits. <br /> <br />In conclusion, Mr. Plucker reported that staff is recommending approval of the applications and <br />the financial plan, subject to the conditions noted. <br /> <br />In response to a question by Commissioner Wright, Mr. Plucker noted that one stop sign could <br />be used as reflected in Plan A, and additional signs could be considered at some point in the <br />future, if it became necessary. <br /> <br />Planning Commission <br /> <br />Page 3 <br /> <br />December 10, 1997 <br />
