Inc. <br />Application for design review approval to construct a two-story approximately 24,230 <br />square-foot office building located on a 1.39 acre site at 4780 Chabot Drive. Zoning for <br />the property is PUD (planned Unit Development) - I/C-O (Industrial/Commercial-Office) <br />District. <br /> <br />Mr. Iserson presented the staff report. He gave a history of the application and described the <br />proposed building, parking, driveway, and landscaping. He noted that the application is <br />consistent with the Hacienda guidelines and that a traffic study revealed that it meets the plan. <br />He further noted that an office building will cause much less traffic than a retail store. <br /> <br />. <br /> <br />Mr. Iserson pointed out that the site is adjacent to the recently constructed Arby' s Restaurant. <br />At the time that Arby's was considered and approved by the City, the property owner indicated <br />that the subject site would be developed with a 10,000 square foot retail building. However, <br />the present applicant has chosen to propose the 24,230 square foot office building. <br /> <br />He further stated that the Hopyard Road/Owens Drive intersection is the most critical in the area <br />and there are planned mitigations that would need to be implemented to insure that this project <br />does not cause the intersection to go below a Service D level. The mitigations will be <br />constructed within the next year. <br /> <br />Mr. Iserson explained that when Arby's was approved, the Commission required the driveway <br />adjacent to Chabot Drive connecting the two sites to be redesigned for a straighter alignment. <br />While this was accomplished on the building permit plans for Arby's, the present proposal does <br />show a slight offset. This is necessary since the office building needs parking on both sides of <br />that driveway, causing a slight shift to the west. Staff believes that this configuration is safe and <br />that there will be little traffic between the two sites to cause any circulation problems. The <br />traffic consultant also had no concern with the on-site circulation. <br />Staff feels that the building is attractively designed and the proposed landscaping complements <br />the building. Mr. Iserson further noted that the only sign the applicant has proposed is a <br />monument sign that is conceptual at this point. Staff has included a condition to work out the <br />detail for the sign prior to the issuance of building pennits. <br />
