Janet Burton
Application for: (1) Planned Unit Development (pun) development plan approval
to construct an approximately 1,750 square foot single-family dwelling and related site
improvements on an approximately 0.50 acre site, and (2) conditional use permit approval
to establish a second unit within the existing 800 square foot dwelling located at 570
Sycamore Road. Zoning for the property is PUD (Planned Unit Development) - A
(Agriculture) District.

Mr. Iserson presented the staff report. He gave a history of the application, noting that the
application is within the NSSP area. The applicant intends to build a new home, with her
existing property being a secondary unit. There would be no subdivision of the property. He
described the existing site and structure, noting that the new home's design would be similar to
that of the existing home.

Mr. Iserson reported that the NSSP encourages secondary units and staff feels this application
is compatible and consistent with the NSSP. Staff recommends approval of the application
subject to the conditions noted.

PUBLIC HEARING WAS OPENED

Charles Huff, Architect, 30 West Neal Street, Suite 200, Pleasanton, represented the applicant
and noted that they are in agreement with staff's recommendations.

Earl Bach, 446 Sycamore Road, stated that he has seen the applicant's existing house and that
it is cute and quaint and fits the Sycamore Road character. He feels that secondary units serve
a good purpose, and he is in support of the application.

Howard Hyman, 547 Sycamore Road, noted that his home is directly across the street from the
applicant's. He has supports the application.

PUBLIC HEARING WAS CLOSED

A brief discussion was held among the Commissioners and they all expressed support of the
application.

A motion was made by Connnissioner Kumaran, seconded by Commissioner Lutz,
recommending that the Connnission find that the proposed PUD development plan is
consistent with the General Plan, purposes of the PUD ordinance, and NSSP, making the
conditional use permit findings, and approving of PUD-97-13/UP-97-96.

Planning Commission

Page 18

December 10, 1997
