<br />Mr. Iserson stated that there is no statement in the NSSP requiring affordable housing. He <br />further noted that the NSSP was adopted and found to be consistent with the General Plan. <br />Therefore, if the PUD is found to be consistent with the specific plan, then it is also consistent <br />with the General Plan. He further agrees that given the densities allowed under the plan, that <br />affordable housing would never be possible in the project, except under the optional second unit. <br /> <br /> <br />! <br /> <br />1 <br />, <br /> <br />.. <br /> <br />Mr. Iserson further stated that with regard to the City's affordable housing goals, they are <br />considered on a Citywide basis because there are a number of factors which make the provision <br />of moderate cost housing for certain specific projects infeasible. These include land costs, <br />density requirements, infrastructure costs, housing unit limitations, and compatibility with the <br />surrounding area. A number of projects have been approved with no affordable housing, such <br />as in the hill areas west of Foothill Road, Ruby Hill, etc., and instead these projects pay fees <br />which are used for affordable housing elsewhere in town. Furthermore, affordable units are <br />provided in projects where the General Plan densities permit them, such as in Hacienda. This <br />is why staff believes the proposed development is consistent with the General Plan on this issue. <br /> <br />In response to a question by Commissioner Barker, Mr. Iserson noted that the project would go <br />on to City Council through an appeal and will be on the same time schedule. He also noted that <br />the Commission's recommendations on all other issues would be reflected in the minutes for the <br />City Council to review.
