Commissioner Wright agreed and feels that it's just a matter <br />of interpretation and stressed that the second units would allow for affordable housing. <br /> <br /> <br />f <br /> <br />.~ <br />, <br /> <br />~ <br /> <br />The Commission discussed their interpretation of the General Plan and the NSSP. Mr. Iserson <br />pointed out that the second units, of which staff has recommended approval, are considered to <br />be a source of moderate income housing. <br /> <br />PUBLIC HEARING WAS REOPENED <br /> <br />Patrick Costanzo confirmed that the second units would be affordable and, at the same time, <br />provide a nice place for a moderate income family to live. He asked the Commission to <br />reconsider its position by taking into account the second units, and revote on the issue. <br /> <br />Mr. Brogdon and Mr. Bach addressed the Commission and expressed their support of affordable <br />second units. Mr. Bach, in particular, stated that small, secondary units are ideal for moderate <br />income families and, in this project, would allow them to live in an area they normally would <br />not be able to afford. Although he has some other concerns with the project, he does not feel <br />that the project is inconsistent with the NSSP. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Chair Cooper asked if any of the Commissioners wanted to reconsider their vote. Commissioner <br />Kumaran commented that the Commission has already gone through the process of a motion, <br />a second, and a vote, and he feels at this point the City Council has the discretion on how to <br />proceed with the project. <br /> <br />Commissioner Wright and Chair Cooper asked the Commissioners to reconsider their vote based <br />upon the point brought up by Mr. Costanzo and Mr. Iserson that the second units would be <br />affordably priced. Commissioner Wright stated that the densities allowed in the area under the <br />General Plan and the NSSP, for all practical purposes, preclude affordable homes to be built in <br />that area. <br /> <br />PUBLIC HEARING WAS. REOPENED <br /> <br />Mr. Costanzo feels that the integrity of the process has been compromised because Greenbriar <br />has done everything they have been asked to do and feels that they have designed the project to <br />meet with the General Plan and the NSSP. He pointed out that the developer knew from the <br />start that their project had to meet with the requirements of the General Plan and the NSSP. <br />He feels that it is unfair for the project to be denied at this point, especially in light of the fact <br />that Greenbriar has been working directly with staff for over one year and the issue of affordable <br />housing was never raised. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Planning Commission <br /> <br />Page 16 <br /> <br />December 10, 1997 <br />
