;. .

,

.

Alternate Plan B and that he is adamantly opposed to it. He supports the original Plan A and
. asked the Commission to support staff's recommendation.

Joy Macari, 455 Sycamore Road, Pleasanton, stated that she and her family have lived in their
home for the pas 29 years. She supported the original "A" Street plan as originally adopted.
She, too, has recently learned of Alternate Plan B, and she and her husband are adamantly
opposed to it because their driveway would enter Sycamore Road directly in front of one of the
stop signs and they feel this would put them in a dangerous situation. They are also concerned
that the intersection would have a negative impact on their property value. She asked that the
Commission to adopt the road as it was originally proposed.

Marcia Lydiksen, 5795 San Antonio Street, Pleasanton, advised that her home is adjacent to lots
12 and 13 of the proposed development. She stated that she met with the Greenbriar
representatives last week and, at that time, lot 12 had already been a designated site for a two-
story home. She, therefore, is requesting that lot 13 have a one-story house in order to preserve
the view and privacy of her home. She noted that although the developer offered to plant trees
in her yard to address her privacy concerns, she declined because she already has enough trees
strategically placed in order to allow an for an attractive view. Although she is affected by the
v-ditch, she has no opinion on the issue.

.

Scott Wade, 5808 San Juan Way, Pleasanton, stated that his home backs the Lydiksen's. He
stated that he agreed to the two-story home on lot 12. Although lot 13 was not discussed, he
stated that he was led to believe that Ms. Lydiksen was in agreement with the two-story on lot
12. He stated that his and the Lydiksen's lot is lower than lots 12 and 13 and he feels that the
homes built on those lots will be towering over theirs and will somewhat obstruct their views
of the ridges. He asked the Commission to give some thought to his concerns and support
staff's recommendations for lots 12 and 13, although he stated he "could live with" a two-story
on lot 12.

Keith Kass, 966 Sycamore Road, Pleasanton, advised the Commission that his concern is that
the road be moved off of his property and he, therefore, supports staff's condition on this issue.
Mr. Kass asked whether the proposed Homeowner's Association would apply to existing
residents and Mr. Plucker stated that it does not.

Tom Merschel, New Cities Development Group, 9781 Blue Larkspur Lane, Monterey, advised
the Commission that New Cities is developing the property that is adjacent to the east of the
Greenbriar property. He stated that since New Cities is a funding developer, they will be
responsible for a portion of the up-front costs to complete the construction of "A" Street. He
agrees with Greenbriar that "A" Street, as outlined in their finance plan, is correct and
equitable. He further noted that he supported the modifications made to condition 11 of staff's
recommendation relating to the costs of "A" Street and urged the Commission to support that
recommendation. Mr. Merschel also asked the Commission to support Greenbriar's request for

.

Planning Commission Minutes

Page 11

November 19, 1997
