He stated that he has been involved in the <br />NSSP since 1984. He noted that construction of "A" Street is very important because it would <br />allow the parcels to the east to be developed by other funding developers and would allow the <br />construction to begin on the golf course. Mr. Manning commented that the golf course does not <br />need the new road, but the neighbors in the Happy Valley area would like to have it completed <br />because it would reduce traffic in their area. Mr. Manning stated that he is also in support of <br />Greenbriar's request for a reduction in the front setback. He asked the Commission to approve <br />the original plan relating to "A" Street along with staff's recommendation on the Finance Plan <br />with regard to Street "A." <br /> <br />Gwen Locke, 982 Sycamore Road, Pleasanton, stated that she lives on the eastern part of the <br />proposed development. She stated that the Greenbriar staff has been very courteous and <br />accommodating. She agreed that the development would provide beautiful homes, but that she <br />will be "losing everything", including her rural way of life, her privacy, and her animals. She <br />further noted that the only view that she would retain would be from the second story of her <br />home. Ms. Locke also stressed that she very much wants to keep her Sycamore Road address. <br />She also pointed out that she and the Kass' have deeded access to Sycamore Road and under the <br />new proposal two roads will be crossing their private access roads. <br /> <br />. <br /> <br />Al Spotorno, Spotorno Ranch, Pleasanton, stated that he lives directly behind the proposed <br />development. He noted that he does not agree with the financial plan of the proposal relating <br />to the construction of "A" Street and does not believe he should have any obligation to pay for <br />travel lanes through the proposed development. <br /> <br />Ann Greene, 386 Sycamore Road, Pleasanton, stated that the proposed road is dangerous <br />because it creates a blind curve at her driveway and changes the whole character of the <br />neighborhood. She noted that the City has "taken" land from property owners on Vineyard <br />Avenue in order to remove dangerous curves. She, therefore, cannot understand why the City <br />would authorize construction of a dangerous road. She urged the Commission to leave <br />Sycamore Road in its present state in order to maintain the rural enviromnent and to preserve <br />safety. <br /> <br />Shelley Cartier, 4444 - 1st Street, Pleasanton, stated that she grew up on Sycamore Road. <br />Although she currently lives in downtown Pleasanton, she is part of the family who owns the <br />property at 982 Sycamore Road. She is interested in maintaining the rural enviromnent. Her <br />biggest concern with the development is "A" Street and noted that everyone wants it in a <br />different place. She suggests the "A" Street be completely excluded from the plan and that <br />Sycamore Road be preserved in its current condition.
