1

.

.

In response to a question by Commissioner Barker, Mr. Higdon noted that there is a capital
. improvements fee for development, but not a traffic impact fee.

Donna Gudaitis, 375 Sycamore Road, Pleasanton, stated that she would never agree to the
proposed "A" Street, but she would be willing to compromise if the developer agreed to narrow
it by four feet. She reported that the new road would be approximately 30 feet from her
daughter's bedroom window and this concerns her. She also stated that if the road were not
narrowed, she would be forced to lose a large tree on her property. Additionally, she would
prefer to have the road going straight with a stop sign and a left turn allowing access into the
development. Commissioner Kumaran confirmed with Ms. Gudaitis that she is in favor of
proposal B.

Earl Bach, 446 Sycamore Road, Pleasanton, stated that he is "the sacrificial lamb" in this
project. He stated that he supported the NSSP until he recently heard, by accident, of the
alternate proposal for "A" Street. He stated that construction of the road would force him and
his family out of their home because he does not feel it would be safe to live adjacent to the
proposed intersection. He requested that the Commission support the conditions that have
previously been approved in the NSSP.

.

Commission Barker asked Mr. Bach whether his home would be moved back if the road goes
through his property. He stated that was his understanding until he heard about the new road
alignment. In response to another question by Commissioner Barker, he stated that even if the
new road alignment took place and his house was moved back, he would still not support the
new alignment. He feel that the Greenes would be the only residents to benefit from this
proposed new alignment.

Jack Keane, 417 Sycamore Road, Pleasanton, stated that his property is located where the new
collector road would veer to the north away from his property. He noted that before purchasing
his property, he reviewed the NSSP in detail and that was a factor in his decision to purchase
his home. He recently learned of alternative B which would bring a wider, busier road closer
to his home. He is very concerned for his young children's safety because of the increased
traffic. He noted that he is in support of narrowing the road by at least four feet and is
adamantly opposed to moving and/or widening Sycamore Road any further south than as is
shown in the NSSP and in the application. He urged the Commission to support staff's
recommendations and conditions for approval.

John Severini, 433 Sycamore Road, Pleasanton, stated that he became involved in the planning
of the NSSP in 1990 when he was searching for a lot to build his home. After learning of the
road alignment required by the plan, he purchased a lot on Sycamore Road and built his home.
He stated that staff's recommendation of "A" Street is what the NSSP previously adopted. He
stated that any neighbor who is affected by this proposal has had many years and many
opportunities to voice their opposition. Mr. Severini noted that he recently became aware of

Planning Commission Minutes

Page 10

November 19, 1997

.
