,

~

.

to serve only its own development, this street should not be included in the costs for which
. Greenbriar would be partially reimbursed by other developing property owners.

A discussion ensued relating to the proposed "A" Street.

Commission Wright asked for clarification regarding the house siting and which lots should
contain single-story homes. Mr. Plucker provided a detailed explanation, noting that some of
the lots have already been designated for single story homes, but there is a disagreement with
some of the residents who are requesting that designated two-story units be substituted with
single story units.

In response to an inquiry from Commissioner Lutz relating to the development standards, Mr.
Plucker advised him that the proposed 40,000 square foot lots have an F.A.R. maximum
limitation of 20%, rather than 25 % as indicated on page 6 of the staff report.

Chair Cooper asked whether underground utilities along Sycamore Road would be accomplished
by this project. He was advised by Mr. Plucker that the plan deliberately excluded utilities in
that area in order to preserve the rural character of Sycamore Road. However, in response to
Chair Cooper's question, Mr. Plucker stated that the Commission could make that a
requirement.

.

There was an additional discussion describing the yard setbacks and which lots were affected.
There was also a lengthy question and answer session relating to the layout of proposed "A"
Street.

RECESS TAKEN AT 9:00 P.M.

RECONVENED AT 9:12 P.M.

PUBLIC HEARING WAS OPENED

Patrick Costanzo, Jr., Vice President of Land Development of Greenbriar Sycamore Valley
Company, represented that applicant. He thanked the entire staff for their efforts throughout this
application.

Mr. Costanzo described the proposed development and stated that the design meets the intended
design guidelines. He noted that all issues have been addressed, although there are a few
outstanding disagreements. He stated that he agrees with most of the conditions and will identify
the conditions that are in dispute.

Mr. Costanzo presented a slide show depicting the exterior elevation options of the proposed
homes and described the interior options. He also presented an illustration of the site plan and

.

Planning Commission Minutes

Page 8

November 19, 1997
