<br />, <br /> <br />. <br /> <br />residents and they seem to be making some progress on the issue. Staff is recommending to <br />. leave" A" Street as proposed in the original PUD development plan. <br /> <br />Mr. Plucker noted that staff has some concerns with the proposed front yard setback and is, <br />therefore, unable to support that portion of the plan. <br /> <br />It was further reported by Mr. Plucker that four different house design models with several <br />options would be offered through the developer. However, he noted that some concern has been <br />expressed by existing residents relating to the height and proposed site layout of some of the <br />designs due to privacy and visual impacts. Although the developer has been meeting with <br />residents in an attempt to develop a plan that is acceptable to them, there are still some disputes <br />remaining. <br /> <br />Mr. Plucker noted that staff is concerned with several grading issues, including v-ditches and <br />drainage. They have, therefore, recommended that these issues be re-evaluated prior to approval <br />of the tentative map. <br /> <br />. <br /> <br />The landscaping plan was described by Mr. Plucker, noting that the most significant component <br />will be the relocation of the creek area. He further commented that a variety of trees, planters <br />and groundcovers would attractively complete the theme. Staff has recommended that a <br />homeowner's association be established and required to pay for the maintenance of the landscape <br />improvements because the City cannot assure that the Lighting and Landscape District would pay <br />for such maintenance over time due to the adoption of Proposition 218. <br />The finance plan proposed by Greenbriar was described and Mr. Plucker related that staff <br />disagrees with some of the details of the finance plan, including the assigmnent of costs <br />associated with the construction of "A" Street. Staff has, therefore, recommended that all areas <br />of concern be reexamined and that a final version be submitted for approval prior to tentative <br />map approval. <br /> <br />Mr. Plucker presented staff's recommendations for approval of the PUD Development Plan, the <br />Finance Plan, and the second-unit Use Permit, subject to the conditions noted in the staff report. <br /> <br />In response to questions from Commissioner Kumaran, Mr. Plucker thoroughly reviewed the <br />proposed yard setbacks and v-ditches. He also clarified staff's position with regard to the <br />finance plan. <br /> <br /> <br />Commissioner Barker asked several questions relating to the finance plan. Mr. Plucker advised <br />her that the Commission is not being asked to approve the finance plan, but rather to make a <br />recommendation to the City Council. He confirmed that the City is the developer of the golf <br />course and is, therefore, responsible for a portion of the road improvements.
