.

Jake Krakauer, 1969 Palmer Drive, stated that the traffic calming may slow traffic down where

the devices are located, but this results in an increase in speed between the calming points and
creates a safety issue. He stated that he has heard the concerns about traffic and the calming
devices, and he feels there is a problem with the strategy for this development. He suggested
looking at a picture of this area as it would look five years from now and looking at street layout,
the location of homes, and access, and thinking about conclusions that might be drawn from
decisions that will be made on this project.

Greg Hildebrand, 1512 Maple Leaf Drive, stated that he doesn't want traffic going down Mohr
and Kamp. He suggested restricting right-turns from Valley on to Blacow and Kolln.

Yiao- Tee Hsia, 1908 Palmer Drive, stated that he feels the turn-restrictions are "band-aid"
solutions, which will create problems for car-pooling and end up polluting the environment. He
advised that he has observed speeding on Palmer and suggested that "mini bumps" be installed.
He questioned whether the developer is pushing for the entrance out of Mohr so that models can
be located there.

Rob Dondero, 1747 Nursery Way, stated that he supports Plan 6 and that he wants to see the
traffic maintained the way it is. He advised that he believes parents take the shortest access to
school and do not follow calming devices and turn restrictions. He noted that what Livermore
does impacts traffic on Valley. He stated that he feels the issue of students crossing Valley to
get to Alisal School should be addressed when school boundaries are planned.

.

Tom Herb, 3708 Cameron Avenue, expressed concern about additional traffic in his
neighborhood, noting that there is no sidewalk on Cameron Avenue.

John Garrity, 1541 Maple Leaf Drive, stated that he signed the petition not to have traffic going
down Mohr and Kamp, but he signed it to pass the project and keep Ponderosa as the builder.
He feels that if Ponderosa doesn't develop someone else will come in and build 500 homes
instead of 300 homes.

David Toth, 3519 Kamp, stated that he fully supports the Ad Hoc Committee's recommendation
and that it takes into account all of the issues of all of the neighborhoods. He noted that he
believes balance has been successfully achieved.

In response to a question from Commissioner Barker regarding whether consideration was given
to closing Kolln north of Morganfield, Mr. Toth stated that the Committee considered a lot of
options, including street closures. He advised that if Kamp was closed, in all likelihood it would
mean closing portions of other streets and that the Committee felt that closures would be the most
difficult to get approved at any level and, therefore, they tried to avoid those. Commissioner
Barker stated that she felt by closing Kolln and making the access on to Valley, no turn
restrictions would be needed. Mr. Toth stated that the Committee tried to have compassion for

each of the neighborhoods and that there was no easy solution. He stated that in order to answer
Commissioner Barker's question, traffic numbers would need to be run.

.

Dennis Lai, 1439 Maple Leaf Court, stated that he is favor of closing Kamp and Mohr. He stated
that he believes Charter Oaks would have the major impact and that the recommendations favor

Planning Commission Minutes

Page 9

October 12, 1997
