Discussion ensued regarding the costs of "curbing" to restrict right-turns and the impacts on the <br />Kolin neighborhood if the project's only access is to Busch. Mr. Swift explained the dynamics <br />used by the Ad Hoc Committee to reach its determination. <br /> <br /> <br />Robert Dolenzal, 1706 Magnolia, noted that if all the traffic from the proposed project was routed <br />on to Busch and Valley and a disaster occurred along the railroad right-of-way, it would be <br />essential to have an EVA to the north. He further noted if all of the traffic was routed south, the <br />five-minute response time would not be met. <br /> <br />. <br /> <br />Carole Varela, 3858 Mohr Avenue, distributed an "Addendum to Minority Signature List." She <br />noted that she had spoken to a lot of the residents on Waycross and Crisfield Lane (north Kolin <br />area) and they were concerned about the present noise level and vibrations as a result of trucks <br />and additional cars. She reported that they have great difficulty getting out of Kolln and trying <br />to make a left turn on to Santa Rita Road. She advised that those she spoke with are not in favor <br />of having a no right turn, no left turn on to Mohr. Ms. Varela stated that she was a voting <br />representative of the Ad Hoc Committee and was the originator of the "Minority Report," which <br />is supported by 462 residents. She advised that the recommendations of the Ad Hoc Committee <br />were presented at a neighborhood workshop and that the recommendations were clearly <br />unacceptable to a "super majority" of the residents. She reported that the 462 residents firmly <br />reject the Ad Hoc Committee's recommendation. She stated that they would like to correct a <br />statement in the staff report agreeing with the Committee that the 2000 ADT would be a desirable <br />goal for Mohr Avenue and Kamp Drive (south). She noted that the residents in this area were <br />not in accord with the Charter Oaks and Rose Park Ad Hoc Committee representative. Ms. <br />Varela questioned the validity of the City's traffic projections and traffic studies and impacts on <br />existing streets. She voiced support for Option 6, noting that it is the only acceptable solution. <br />She advised that there is no mention in the staff report of the new fire station #4 near Stanley <br />and Bernal, which will be in operation before the development begins. She also commented that <br />there is no mention of Fire Chief Gary's recommendation to build planted mounds on the EVA's <br />to discourage drivers from crossing. She stated that the 462 residents will make no compromises <br />and will referend this matter if necessary. <br /> <br />Tommy Rojas, 3816 Mohr A venue, expressed concern regarding safety and quality of life issues. <br />He stated that Mohr and Kamp cannot take additional traffic due to safety factors. He invited <br />the Commission to visit his street on Saturday to see if it is safe for children under the current <br />traffic conditions, without the addition of the anticipated increases in traffic. <br /> <br />Larry Joiner, 1823 Begonia Court, stated that he believes consideration seems to have been given <br />Kamp (north) and the Kolin neighborhood, but he doesn't see much consideration being given <br />to the Kamp (south) neighborhood. He noted that this is a high density area with lots of children. <br />He stated that the turn restrictions would make it worst in that it would restrict emergency access <br />and the curbing effect doesn't work as it is confusing for pedestrians.
