<br />. <br /> <br />In response to a question from Commissioner Kumaran, Mr. Swift noted that it would be <br /> <br />acceptable to staff to have the street network that the Ad Hoc Committee recommended with just <br />the EV A's, it is just not staff's preference or recommendation. <br /> <br /> <br />Discussion ensued regarding details of the proposed options. <br /> <br />Nate Meeks, Ponderosa Homes, 6671 Owens Drive, represented the application. He presented <br />exhibits showing the plan that was before the City Council as well the proposed plan, which is <br />a result of the meetings held by the Ad Hoc Committee. He advised that Ponderosa had worked <br />in good faith with the Committee. He stated that Ponderosa agrees with all of the comments in <br />the staff report, and in order to maintain the integrity of the process that Ponderosa had with the <br />neighbors in reaching a consensus plan, Ponderosa supports the "Findings and Recommendations" <br />of the Ad Hoc Committee as presented this evening. He confirmed that this is Ponderosa's <br />recommended plan for the project. Mr. Meeks advised that Mr. Mike Taylor of Ruggeri Jensen <br />& Associates, and Mr. Richard Frisbie of the Frisbie Planning Company were present to answer <br />any questions regarding grading or site plans. <br /> <br />. <br /> <br />Peter Cohen, 1602 Martin Avenue, represented the Ad Hoc Committee. Mr. Cohen thanked and <br />acknowledged City staff, Ponderosa Homes, and those that worked on the minority report. He <br />noted that the position taken in the minority report was that originally supported before the <br />formation of the Ad Hoc Committee. He described the charge of the Committee as directed by <br />the City Council and the process followed by the Committee. He noted that the concerns of each <br />of the neighborhoods are valid. He described various core requirements and "keystone" issues <br />reviewed by the Committee and the implications of each. He noted that the Committee achieved <br />its goal to address all of the issues that were identified and reach a middle ground. He advised <br />that the Committee's recommendations represent what the City Council asked it to do, but only <br />if the Planning Commission approves all of the recommendations. Mr. Cohen addressed the <br />issues regarding right-turn restrictions and staffs position on this matter. He noted that it was <br />the intention of the Committee that these be "bulb-outs" not just signage. He acknowledged that <br />this was not clearly stated in the Committee's report. He stated that he feels it is feasible to have <br />a physical obstruction, but that he would support signage only. Mr. Cohen urged the Planning <br />Commission to accept the entire set of recommendations as submitted by the Ad Hoc Committee. <br />Mr. Cohen distributed a spread sheet showing projected traffic volumes without the Ponderosa <br />project. <br /> <br />Commissioner Barker noted that there is an existing problem on Kolln Street. She questioned <br />why this problem has not been addressed if it can be resolved with turn restrictions. <br />Commissioner Barker noted that this could be done without any new development. Discussion <br />ensued regarding the issues related to the traffic on Kolln and Morganfield. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Tom Kirtley, 1569 Orloff Drive, stated that he served as a representative on the Ad Hoc <br />Committee and also serves on the traffic committee.
