<br />. <br /> <br />c. PUD-96.10. Ponderosa Homes <br /> <br />Application for prezoning to a PUD (Planned Unit Development) . Medium Density <br />Residential District and for PUD development plan approval for a 300-unit, single-family <br />residential development located at 3380 and 3450 Mohr Avenue. The project site is <br />bordered on the north by Mohr Avenue, on the south by Busch Road, on the west by single- <br />family residential lots, and on the east by Kaiser Sand and Gravel Company. The Planning <br />Commission will also consider the Negative Declaration prepared for this project. <br /> <br /> <br />Mr. Swift presented the staff report, providing a history of the application. He noted that the <br />Planning Commission had recommended approval of the application several months ago, but at <br />the City Council hearing the Council had asked the applicant to work with a neighborhood <br />committee in order to address the concerns of adjacent neighborhoods. He described the <br />composition of the Ad Hoc Committee and the Committee's process. He noted that the primary <br />issue was traffic and that much more extensive traffic analyses were developed. He advised that <br />those analyses are summarized in the Committee's "Findings and Recommendations" report. Mr. <br />Swift stated that the result of the Committee's work is before the Commission tonight. He <br />reported that Ponderosa Homes has submitted a plan that conforms entirely with the Committee's <br />recommendation, noting the project has been reduced to 300 units and due to this reduction the <br />product type has changed. Mr. Swift reviewed the proposed product types and lot sizes and the <br />neighborhood locations in the Plan. He noted that most of the elements of the plan, such as <br />soundwalls, remain as proposed in the earlier application. <br /> <br />. <br /> <br />Mr. Swift advised that the staff report sets forth staff s position with regard to most of the traffic <br />related issues. He advised that the street layout as recommended by the Committee is acceptable <br />to staff (although it is not staffs first preference or recommended solution), with the exception <br />of the recommendation to add no right-turn movements at four of the intersections that would <br />affect traffic leaving the Ponderosa project. Staffs reason for not supporting this is that the only <br />way to restrict right turns is by installing a sign, in that there is no way to add an obstruction <br />limiting right turn movements. He advised that staffs position throughout all meetings regarding <br />traffic calming has been that a sign only traffic control device will not work and will lead to <br />major problems of enforcement. <br /> <br />Mr. Swift presented staffs preference for an indirect street networking option. He advised that <br />staff is recommending approval of the project with the street network modification. <br /> <br />Mr. Swift noted that full building elevations have not yet been developed by Ponderosa Homes <br />due to the haste to get this application before the Planning Commission. A condition is included <br />that requires final building elevations to come back to staff for review and approval. <br /> <br />In response to a question from Commissioner Barker, Mr. Swift reviewed the proposed right turn <br />restrictions. <br /> <br />Chair Cooper inquired as to stafrs recommendation regarding the turn restrictions. Mr. Swift <br />advised that staff is recommending in favor of the major traffic diversions at Mohr and Kamp, <br />and Mohr and Kolin, not the four right-turn restrictions, because the turn restrictions could only <br />be accomplished with signs. <br /> <br />. <br /> <br />Planning Commission Minutes <br /> <br />Page 5 <br /> <br />October 12, 1997 <br />
