<br />. <br /> <br />. <br /> <br />. <br /> <br />Resolution No. PC 97-79 was entered and adopted as motioned. <br /> <br />Chair Cooper called a break at 9: 1 0 p.m. The meeting reconvened at 9:20 p.m. <br /> <br />f. Z-97-216. City of Pleasanton <br />Application for design review approval to install a 720 square foot modular building for City <br />offices, located easterly of the existing Civic Center building at 200 Old Bernal Avenue. Zoning <br />for the property is P (Public and Institntional) District. <br /> <br />Mr. Iserson presented the staff report recommending approval of Case Z-97-216, subject to the <br />conditions of the staff report. He noted the purpose of the modular is to relieve the congestion in City <br />Hall and facilitate service to the public. He advised that the building inspectors would be relocated <br />to this modular. He described the proposed location, size, and design of the building, noting that it <br />would be virtually invisible from surrounding streets and the parking lot. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />No one spoke to this item. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Lutz asked if Mr. Iserson could give the Commission a sense as to whether this is the <br />last of the modular buildings proposed for City Hall. Mr. Iserson responded that, hopefully, it would <br />be the last. He reported that there had been a plan for an additional modular adjacent to the back of <br />the Planning Department, but, instead, an extension at the front of the building will be built to <br />accommodate needs. <br /> <br />Commissioner Barker asked if the staff assigned to the modular have City vehicles and if they have <br />concerns about not being able to park their vehicles adjacent to their office. Mr. Iserson advised that <br />the new office site is virtually in the same location as their present office relative to their cars in the <br />parking lot. <br /> <br />In response to an inquiry from Commissioner Barker, Mr. Iserson stated that the number of City staff <br />members has been increasing in order to address the additional work load. He noted that the Building <br />Department has been hiring some contract employees. Commissioner Barker asked if these limited <br />term positions are being accounted for in the parking and facility needs. Mr. Iserson advised that a <br />number of new employees have already been brought on and that space is not necessarily considered <br />when additional staff is hired to accomplish the work. The modular is not intended to allow for <br />additional staff, but to accommodate those that are already here. <br /> <br />Commissioner Barker commented that leasing appropriate space may be an alternative to the use of <br />modulars. She stated that she would rather see the City acknowledge that it needs additional <br />employees and acquire appropriate and adequate space for these employees. <br /> <br />Mr. Higdon noted that it is critical to locate staff in the proximity of other department staff and <br />clerical support and that all factors are taken into consideration when these types of decisions are <br /> <br /> <br />Planning Commission Minutes <br /> <br />Page 12 <br /> <br />September 10, 1997 <br />
